In accordance with the provisions of G.L. c. 30A § 20, the Board of State Examiners of Electricians convened a regular monthly meeting on:

At 10:00 A.M. The Chair R. Dozier called the meeting to order. 

Informational note: All votes were taken by roll call. Where each member voted in favor, the vote will be reported as unanimous.

    1. Executive Director
      1. ELIPSE Update Regarding the agency license database transition, he mentioned that 3 more Boards have been integrated to the electronic-Licensing, Inspections and Permitting Software Engine(eLIPSE) platform and he has been active in testing to gain familiarity prior to this Board’s transition. EL Board is expected to transition by September 28.
      2. Remaining 2026 scheduled meetings. Due to the anticipated heavy testing during  August with eLIPSE he suggested the August meeting be cancelled. The Board expects to hold meetings at JATC Boston and a vocational school in the Fall and those details will be posted accordingly.

G. Graham made a motion, it was seconded by J. Bagni and the members present unanimously

VOTED: to cancel the August meeting and allow J. Bagni to select a school for the Fall meeting.

    1. Legal Counsel reported – No matters reported
    2. Board of Fire Prevention Regulations – C. Towski reported that the BFPR met May 7 for a listening session and its next meeting is scheduled for May 21.  No future Working group meetings are currently scheduled. 
      • The Executive Director added that he confirmed through BFPR that the 2026 MEC is adopted as of April 24, 2026. The exam changes should be reflected by November.

    J. Bagni made a motion, and it was seconded by B. Driscoll and the members present unanimously

    VOTED: To deny Martin Electrical school CEP application based on the disciplinary action of the Office of Occupational Schools levied upon his license.

  3. Board of Electricians’ Appeals [open hearings, closed deliberations per M.G.L c. 30A, §18] – No appeal hearings scheduled  
  4. Discussother matters not reasonably anticipated 48 hours in advance of the meeting. - No matters were presented 
  5. Executive Session [M.G.L. c. 30A, §21 (a)(1)&(3) – Closed session]

At 10:22 A.M. J. Bagni made a motion, it was seconded by G. Graham, and the members unanimously

VOTED: to enter executive session pursuant to G. L. c. 30A, § 21(a)(1).

  • The Chair announced that as the remaining agenda items would be in either executive session or closed session, the Board did not anticipate returning to open session, but the Board would adjourn upon conclusion of the deliberation, Executive Session and Investigative Conference matters.
