In accordance with the provisions of G.L. c. 30A § 20, the Board of State Examiners of Electricians convened a regular monthly meeting on:

      1. ELIPSE Update Regarding the electronic-Licensing, Inspections and Permitting Software Engine(eLIPSE) platform. Staff is currently active in training and development sessions. EL Board is expected to transition by September 28.

    3. Legal Counsel – No matters reported
    4. Board of Fire Prevention Regulations – C. Towski reported that the BFPR met on May 21.  No future Working group meetings are currently scheduled.

  1. Discussedsubcommittee meetings and reports – J. Bagni reported on the education subcommittee meeting that took place on June 1. 
  2. Discussed correspondence from Dan Naughton, JATC 103, relative to 2029 NEC 
    • Mr. Naughton addressed the Board regarding the issues surrounding the changes to the NEC publications stands to create. He mentioned that the NFPA explained that the reasoning behind the reorganization is that the long term benefits outweigh the relatively temporary setbacks. 
  3. Discussed process for challenging questions on exams, in compliance with the Candidate Information Bulletin and regulation (237 CMR 14.03)
    • The Board reviewed a sample review challenge sheet from PSI and asked the Executive Director to gather specific information pertinent to the individual(s) who submitted an appeal of their exam as well as more information about PSI’s specific internal review or process regarding exam appeals for discussion at the next meeting.
  4. Board of Electricians’ Appeals [open hearings, closed deliberations per M.G.L c. 30A, §18] – No appeal hearings scheduled  
  5. Discussedother matters not reasonably anticipated by the chair 48 hours in advance of the meeting. - No matters were presented 
  6. Executive Session [M.G.L. c. 30A, §21 (a)(1)&(3) – Closed session]

At 10:54 A.M. J. Bagni made a motion, it was seconded by C. Caceda, and the members unanimously

VOTED: to enter executive session pursuant to G. L. c. 30A, § 21(a)(1).

  • The Chair announced that as the remaining agenda items would be in either executive session or closed session, the Board did not anticipate returning to open session, but the Board would adjourn upon conclusion of the deliberation, Executive Session and Investigative Conference matters.
