Division of Insurance Public Information Session on Merged Market Health Insurance Rates for CY2027

Overview

In accordance with 211 CMR 66.08(3)(e), the Division of Insurance (DOI) has scheduled a virtual Public Information Session for health insurance carriers to present their proposed merged market health insurance rates for 2027. 

Under state law, the DOI reviews and approves the rates for health plans sold to individuals and small employers (with 50 or fewer employees), also referred to as the “Merged Market.” The information session does not apply to the rates for coverage offered through MassHealth, the Group Insurance Commission (GIC), Medicare, or any self-funded health insurance plan, as the DOI is not responsible for approving the rates for those plans.

The following insurance carriers have submitted merged market rate filings for coverage effective beginning January 1, 2027:

  • Blue Cross and Blue Shield of Massachusetts HMO Blue, Inc.   
  • Boston Medical Center Health Plan, Inc. (d/b/a WellSense Health Plan)
  • Fallon Community Health Plan, Inc.
  • Harvard Pilgrim Health Care, Inc.                
  • Health New England, Inc.                 
  • Mass General Brigham Health Plan, Inc.
  • Tufts Health Public Plans, Inc.        
  • UnitedHealthcare Insurance Company

After each company has made its 10-15 minute presentation at the Public Information Session, representatives from the health insurance carriers will respond to questions posed by Division staff. 

Final rates are expected to be placed on file sometime in August. 

Following the conclusion of the presentations made by all the insurance carriers, the Division will allow interested parties to provide comments.  Anyone wishing to speak at the virtual session should sign up no later than Friday, June 12, 2026 by e-mailing Rebecca Butler at rebecca.butler@mass.gov and Kevin Beagan at kevin.beagan@mass.gov with their name, as well as any affiliation that the speaker would like identified.  

Comments will be taken first from elected officials, then from those who have notified the Division of their intent to comment, followed by those who have not signed up in advance to comment.  In order to accommodate the number of people who may wish to comment in this Public Information Session, public comments are limited to 5 minutes per person.

Written comments can be submitted to the DOI until June 26.
