Question #3 In the MA Electrical Code Art.700.10(D) eliminates (D)(1) Occupancies. Does this require ALL branches of the essential System to have 2hr Fire Protection of the feeder circuit wiring?

Question #1 Can circuit breakers and switches containing fuses intended for overcurrent protection and disconnection of battery modules be accessed by a portable ladder and installed at heights greater than 2.0 m (6 ft 7 in.) above the floor, given that the utilization equipment that they supply is installed above that height? See Figure 1 in attached document.
Question #2 Can circuit breakers and switches containing fuses intended for overcurrent protection and disconnection of a string of batteries be accessed by a portable ladder and installed at heights greater than 2.0 m (6 ft 7 in.) above the floor or working platform? See figure 2 in attached document.

Question #1 Mass Electrical Code requires at least one outlet at an island or peninsular. Regarding the blank area on the back of and under the counter, down near the floor, Is this considered a wall that would require outlets to be installed? I've seen inspectors require outlets in these areas.
