At 1:09 p.m., J. Hellen called the Executive Committee meeting to order. J. Hellen proceeded to conduct the administrative business on the agenda, including approving the September 9, 2025 meeting minutes and ratifying the agenda for November 18, 2025. Upon completion of the agenda, J. Hellen declared the meeting adjourned and returned to the full meeting of the LGAC. All motions (noted above) were approved unanimously

Lungo-Koehn (remote): D. Dembkoski, A. Llamas, C. Julius, K. Mizikar, B. Griffin-Dunne, L. Sullivan, D. Roberts, S. Squailia, and P. Bockelman. Others Present (in person): Lt. Governor K. Driscoll, A&F Sec. M. Gorzkowicz, and DLS Senior Deputy Commissioner S. Cronin.

SO VOTED
At 1:08 p.m. J. Hellen called the meeting to order and welcomed cabinet officials in attendance, and thanked everyone for the partnership for the year. Lt. Gov. Driscoll emphasized J. Hellen then accepted a motion to adopt the minutes of the September 9, 2025 meeting, which was unanimously adopted as noted above. The Executive Committee then met as noted above.
Then the full LGAC resumed its meeting and covered the items on the agenda: Sec. M. Gorzkowicz provided an update on state fiscal outlook, including the convening of an economic roundtable; a presentation on rural community needs; a presentation on the needs of cities; a presentation on the needs of all municipalities; a presentation on the needs of schools. Sec M. Gorzkowicz and Lt. Gov. Driscoll then provided an update on the Municipal Empowerment Act; a presentation on municipal modernization provisions; a presentation on municipal revenue provisions; a presentation on lodging taxes. D. Koffman and A. Chapdelaine provided an overview of the Perfect Storm report. Lt. Gov asked if the Override Frequency map included debt exclusion overrides. LG responded. K. Gove thanked J. Hellen for his leadership. There were no votes or decisions on any of these items. Speakers during the meeting included At 1:58 p.m., the agenda having been completed,
