Overview

This is an opportunity for the public to comment in writing and verbally on the proposed changes to the Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) Regulations. The proposed amendments are intended to streamline the application processes and make the program more cost-effective and equitable. The amendments include a number of proposed changes, including lower vehicle price caps for the light duty new and used vehicle rebates and class 3-8 vehicle rebates. The amendments also include changes in rebate amounts for individuals acquiring pick-up trucks, class 2b vehicles, and class 3-8 vehicles, as well as the addition of an income threshold as new eligibility criteria for the MOR-EV+ adder. Written comments will be accepted beginning July 31, 2026 and ending at 5:00 PM on September 4, 2026. DOER requests that written comments be submitted as attached .PDF files to Morgan.Bowler@mass.gov with the words “2026 MOR-EV RULEMAKING COMMENTS” in the subject line.  Alternatively, comments can be submitted via mail to Morgan Bowler at the Department of Energy Resources, 100 Cambridge Street, 9th Floor, Boston, MA 02114.
