Overview   of Public Meeting Notice for the Municipal Finance Oversight Board

TO WHOM IT MAY CONCERN:

Notice is hereby given in accordance with M.G.L. c. 30A, § 20, that a meeting of the Municipal Finance Oversight Board, established under Chapter 46 of the Acts of 2003, will be held at 11:00 a.m. on Wednesday, July 17, 2019 in room 230 of the Massachusetts State House, 24 Beacon Street, Boston, Massachusetts.

Holyoke: A Chapter 44A request to issue $17,810,000 in bonds as state qualified bonds for the following:

  • Fire Department vehicles
  • design and construction and replacement of traffic signals
  • water system improvements

Lowell: A Chapter 44A request to issue $216,027,356 in bonds as state qualified bonds for the following:

  • water infrastructure projects, including water mains, wastewater treatment, water capital, and sewer capital
  • bridge repairs
  • various street and sidewalk projects, including paving, design and construction, overpass remediation, realignment
  • various school building repairs, including roof repairs, fire escape repairs, HVAC system replacement
  • park, open space, and recreational facility improvements, upgrades, and remediation
  • 911 Center upgrades
  • Upgrades and replacement of school department equipment, including telephone upgrades, Larimore records system upgrades
  • repairs to various fire stations
  • purchase of land for the realignment of Tanner Street
  • vehicles for the Department of Public Works
  • building remediation
  • time and attendance clock
  • turnout gear/rescue equipment
  • compliance for the Westford Street Landfill
  • construction of a new parking garage
  • costs pertaining to the new high school, including land acquisition, relocation costs, construction, equipment, and furnishing
  • upgrades to public safety communications
  • citywide network infrastructure upgrades
  • NPS land swap
  • replacement of Engine 7
  • traffic signalization
  • Phase II of the Merrimack Riverwalk
  • improvements to the HCID Canalway
  • vault abandonment project
  • ADA transition plan

Lynn: A Chapter 44A request to issue $1,500,000 in bonds as state qualified bonds for roof repairs to the Lynn Vocational and Technical Institute Annex.

Long-range municipal fiscal stability
