In accordance with July 16, 2022 Massachusetts law, An Act Relative to Extending Certain      State of Emergency Accommodations, as extended by Chapter 2 of the Acts of 2023, adopted March 29, 2023, and the Massachusetts Attorney General’s Office February 18, 2022 guidance, please note the following:

Notice is hereby given in accordance with M.G.L. c. 30A, § 20, that a meeting of the Municipal Finance Oversight Board, established under Chapter 46 of the Acts of 2003, will be held through remote participation via Conference Call Number: (872) 240-3212, Access Code: 527-562-053, on Wednesday, August 9, 2023 at 10:00 a.m.

Notice is hereby also given that the Municipal Finance Oversight Board will electronically record this meeting.

• City of Lowell

1. A Chapter 44, § 7(3), request to borrow  for a period longer than one year for payment of a final judgment ($13,213,837.89) in the matter of Victor Rosario v. Harold G. Waterhouse et al.
2. A Chapter 44A request for $22,713,837.89 in state qualified bonds for the following:
   1. Rosario Litigation Judgment
   2. Sewer Separation and Green Infrastructure
   3. Refunding Bonds

• Long-range municipal fiscal stability
• Topics not reasonably anticipated by the Chair of the Municipal Finance Oversight Board within 48 hours of the meeting
• Discussion of agenda items for the next meeting
