Driver Verification System (DVS) Program

The Driver Verification System (DVS) Program tracks changes to the status of a driver's license to improve public safety in Massachusetts.

What is DVS?

DVS has two functions:

  1. The ability to track driver’s license statuses of your current and/or future drivers/employees and receive email notifications from the RMV if there is a change in the license status at any time while they are enrolled/subscribed in DVS. The DVS program will return the following data:
  • License class held (Commercial Driver’s License (CDL), Passenger, Motorcycle), status, and expiration date
    • If a  School Pupil Certificate is held, status, and expiration date
    • If CDL is held, CDL Self Certification type, and expiration date
    • Any restrictions and endorsements held
  1. Allows you to request a Driving Record of any current or future employee/driver enrolled in the program. The Driving Record is a Unattested Driving Record includes all surchargeable accidents, criminal and civil driving offenses for which a person was found either guilty or responsible, plus discretionary, and administrative license suspension actions. This Driving Record file is in PDF format and requires Adobe Acrobat Reader which can be downloaded for free from Adobe.com.

What to know about the DVS Program?

  • You can only enroll Massachusetts license holders into the DVS program.
  • Before you enroll any driver/employee you must obtain their written consent to access their driving record and/or license status.
  • You are required to provide the license number, date of birth, and last and first name for each driver that is being enrolled in the DVS program.
  • You are also required to delete any driver that is no longer in your employment or has not been hired.

Who can participate in the DVS Program?

DVS is available to RMV permitted users as stated in section 1 of the Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles.

Is there a fee to participate in the program?

No fee unless you request a driving record  

There is no fee to participate in the DVS Program and receive license status notifications. If you choose to obtain an unattested driving record there is an $8.00 fee for each record requested (municipalities & state agencies are exempt from this fee). A monthly invoice will be posted to your DVS Account for viewing and payment.

Your invoice can be paid online with a credit card or echeck by logging into the eService Portal.

How do I access the DVS Program?

You will access the DVS program via the RMV's eServices web-based portal. You must designate at least one eService Administrator for your DVS account. The eService Administrator will maintain access for your End Users.

Next Steps to participate in the DVS Program

Step 1: Create a signed and dated intent letter on your business letterhead stating:   

  • Your business needs to participate in the DVS program. 

  • Your letter must also include contact information, including address, phone number and email address, letter must be signed and uploaded as a .pdf   

Step 2: Gather proof of FEIN. 

  • Acceptable proof of FEIN includes the following IRS documents: 

  • Form 147C, Form 5372 - Notice of New Employer Identification Number Assigned, 

  • CP575 notice (issued by IRS), or 

  • Certificate of Exemption Form ST-2 (issued by the Department of Revenue).  

The document used should be no more than 2 years old. 

Step 3: Register for access to the RMV's Community Portal as a New Business Partner.  Only one person can register per business. (After approved registration, more contacts can be added.) You will be required to upload your intent letter and proof of FEIN when registering. *If you are an existing business partner and do not have Community Portal credentials, contact rmvbusinesspartners@dot.state.ma.us and request a Community Portal logon. Skip to step 4. 

Step 4: Once your registration is approved, you will receive an email with your Community Portal login credentials. This may take up to 5-7 business days.   

Step 5: Log into the RMV's Community Portal to complete the process of becoming an RMV Business Partner for the DVS program.  

The person submitting the request will receive notification when the documents are approved or rejected.  End users will receive an email with their login credentials once approved.  

Documents

You will be required to complete the following documents.  The forms can be completed two ways.  Online in a fillable format and signed digitally or download the forms, complete and upload.  To find the documents, visit the RMV's Community Portal.  The Downloadable documents are listed on the Home page.  To see the checklist of forms required go to the RMV’s Community Portal, click on My Business & Programs, click on open details.   

Access Agreement – depending on your business type the access agreement will be the standard or government version of the Agreement for Access to Records Maintained by Registry of Motor Vehicles.  Visit the RMV's Community Portal, click on: My Business & Programs, click on open details. In the Business Checklists you will find the Access Agreement, click on Complete Online    

  • One agreement must be completed and signed by the signatory authority for your business.     

  • Make sure you are checking off General Business (only check off other programs if you currently enrolled in another program or if you are requesting access to additional programs.   

eServices Administrator Access form  

  • This form is used to identify who your eServices Administrator(s) will be for the program and reactive the user if needed. This form is not needed to create all your end users, only the eServices Administrator.

Is there training required to participate in the DVS Program?
