Electronic Lien and Title Program (ELT)

The Electronic Lien and Title program (ELT) is a paperless Title program by which the Registry of Motor Vehicles and lienholders can electronically exchange vehicle and title information.

Overview

The Electronic Lien and Title program (ELT) is a paperless title program by which the Registry of Motor Vehicles and lienholders can electronically exchange vehicle and title information.

Instead of printing a paper title and mailing it to the lienholder, the RMV transmits the title record electronically. The lienholder stores the electronic record. Once the lien has been satisfied, the lienholder sends the RMV an electronic message to release the title. The RMV then prints and mails the title to the vehicle owner, or a third party if one has been designated by the lienholder. The lienholder may also request a paper title listing themselves as lienholder at any time.

Who can participate in the ELT program?

 

  • Lienholders (financial institutions) working with a Service Provider who are prepared to exchange vehicle and title information electronically
  • Service Providers are approved by the RMV to provide the software necessary for securely transferring electronic information between the RMV and the lending institution

The lienholder must select an RMV approved Service Provider to begin the process to join the RMV’s ELT Program. See the ELT Business User Manual,

Access Method

Service Providers use the RMV’s Secure File Transfer Process (SFTP) called MOVEit.  MOVEit provides the RMV and its Business Partners with greater security, as well as access controls, file encryption, and activity tracking that ensures operational reliability and compliance with governance and regulatory requirements.   

For more detailed information, please refer to the MOVEit page.  Service Providers will provide the connectivity to the lienholder. Lienholders do not connect directly with the RMV.

What documentation is required to participate in the ELT program?

The following documents are for both the Service Providers and the lienholders.  The documents must be completed after registering for the RMV's Community Portal.

NOTEOnly digitally electronic signatures will be accepted on these documents.

Next Steps for Service Provider

  1. Once documentation has been completed in the RMV's Community Portal and approved by the RMV for access: 
    1. MOVEit:
      1. Notification will be sent when MassDOT IT sets up a MOVEit account. We email you with information about testing and when it will begin. 
      2. After successful testing, production access will be granted, and you’ll receive appropriate credentials to send and/or receive files via MOVEit. 
    2. Web Services (optional):
      1. The RMV will configure your information to our application and let you know when the connection will be enabled.
      2. Credentials will be provided for testing connectivity. 
      3. After successful testing, credentials will be provided. 

Next Steps for ELT Participants

Work with your ELT Service Provider to register for the RMV's Community Portal and complete required documents in the portal. Once the documents have been completed and approved by the RMV, access will be granted.

Registration and Title Application (RTA Form)

The Registration and Title Registration Application form instructions are also included below:

Anyone filling out a Registration and Title Application (RTA) for a vehicle that has a lienholder must enter the correct lienholder code and address on the RTA Form. This will ensure the Title and/or electronic record is sent to the correct party once the transaction is processed.  Refer to the Lienholder Code.
