Home Improvement Contractor Program

The Office of Consumer Affairs and Business Regulation (OCABR) oversees the Home Improvement Contractor (HIC) program that helps protect consumers and regulate the business practices of contractors.

The HIC program requires home improvement contractors to register with the Commonwealth, processes consumer complaints against contractors, maintains an arbitration program for resolving disputes between homeowners and contractors, and compensates eligible homeowners up to $25,000 from the Guaranty Fund for unpaid judgments against contractors.
