What you need   for Apply for Diversity Certification Using your Federal UCP/DBE Certification

The SDO allows federally certified Disadvantaged Business Enterprises (DBE) to use their DBE status to apply for the Commonwealth of Massachusetts’ SDO MBE, WBE, VBE, and/or Portuguese Business Enterprise (PBE) certifications.

To do so, the firm must be certified by the Unified Certification Program (UCP) in Massachusetts or another state as a DBE. 

*Out-of-state DBE firms first  must be recognized by the Massachusetts UCP through the  Interstate DBE process. If not MA UCP recognized, then you must apply as an out-of-state business.

  1. Out-of-state DBE firms first  must be recognized by the Massachusetts UCP through the  Interstate DBE  process.
  2. All firms certified by the Massachusetts UCP as a DBE or Interstate DBE must complete the fillable  Application for Verification, and submit to the SDO with supporting documents.

Certification dates: The SDO will conduct a certification review and, if approved, the firm will be issued an SDO MBE, WBE, VBE and/or PBE certification valid for three (3) years. Both the start and end date of the certification are determined by the SDO.
