How to Declare Surplus Property
  1. Reporting Through the Surplus Property Portal: State agencies must report all property through the Surplus Property Portal.
  2. Request a Surplus Property Account: If you need a Surplus Property account, email the Surplus Property Office.
Responsibilities of State Agencies 
  • Designate a Surplus Property Coordinator: Appoint an individual within your agency to serve as the dedicated Surplus Property Coordinator, the primary contact for interactions with the SSPO.

  • Form a Disposal Team: Create a disposal team, including the agency property coordinator and one or two other agency employees. This team will assess property to determine if it's surplus or worthless. Each member will be issued user profiles for accessing the Surplus Property Reporting System.

  • Consider Multiple Teams for Larger Agencies: Larger agencies or those with multiple locations may require more than one Surplus Property team.

  • Regular Inventory Checks: State agencies must periodically examine their inventories and report property that is no longer needed, to the SSPO.  The disposal of all surplus and worthless property must be coordinated through the SSPO.  State agencies may not transfer, donate, destroy, or otherwise dispose of property without following SSPO procedures. 

  • Reporting Through the Surplus Reporting and Management System: All surplus and worthless property must be reported through the Surplus Property Portal.

  • Facilitate Transfer Meetings: State agencies are responsible for meeting with entities awarded surplus property at agency locations to facilitate the transfer.

Additional Information
  • On-Site Disposals: The SSPO conducts on-site disposals of surplus and worthless property, utilizing available technology and partnering with AssetWorks for a virtual surplus management system.

  • Training and Credentials: State agencies can contact the SSPO for training and login credentials.

Important Note: The SSPO no longer accepts OSD25 forms for reporting Surplus and Worthless Property. All property must now be reported through the Surplus Property Portal. This ensures proper allocation, approval, and tracking by the SSPO, contributing to effective surplus property management and auditing.
