Before You Begin
Special municipal employee status may be assigned to certain municipal positions under the conflict of interest law. Municipalities are encouraged to maintain an updated list of positions designated as "special municipal employee" positions and to provide updated lists to the State Ethics Commission when positions are designated, removed, or modified.
This page is intended for municipal officials responsible for maintaining and submitting special municipal employee position designation lists on behalf of their municipality. Municipalities should coordinate internally to ensure that only one current list is submitted to the State Ethics Commission.

How to file
First time filer? Start here:
- Click File a list of Special Municipal Employees to open the registration page
- Enter your First Name, Last Name, Email Address, Phone Number, and Organization Name (your public employer)
- From the Select Type dropdown menu, select Submit Updated List of Special Municipal Employees
- Click Submit
- You will receive additional instructions by e-mail regarding submission of the updated list

- Click Special Municipal Employees List to open the login page
- Enter your Username and Password
- Click Log In
- Upload your document(s) and complete the required filing information
- You will receive a confirmation e-mail once your document has been successfully filed
