Before You Begin

Electronic Case Filing (ECF) is available only to parties and authorized representatives involved in adjudicatory proceedings before the State Ethics Commission. Individuals who have been assigned a docket number and wish to submit case documents electronically must first register for an ECF account and receive approval from the Commission.

Before submitting documents through ECF, please review them carefully to ensure they do not contain sensitive or confidential information. Filers are responsible for redacting certain personal information, such as Social Security numbers, dates of birth, financial account numbers, and home addresses, before submitting documents electronically. 

Documents submitted through ECF must be in Portable Document Format (PDF). After a document is submitted, the filer will receive a Notice of Electronic Filing, which serves as confirmation that the document was received and filed.

How to file

Don't have an account? Start here:

  1. Click Electronic Case Filing to open the registration page
  2. Enter your First Name, Last Name, Email Address, Phone Number, and Organization Name
  3. From the Select Type dropdown menu, select Submit Electronic Case Filing Authorization Request 
  4. Enter the Docket Number assigned in the matter
  5. Click Submit
  6. You will receive a confirmation e-mail once your registration request has been reviewed, and if approved, the e-mail will include instructions for accessing your account and submitting documents electronically

Already have an account?

  1. Click Electronic Case Filing to open the login page
  2. Enter your Username and Password
  3. Click Log In
  4. Review your document(s) to ensure any sensitive or confidential information has been properly redacted, if applicable
  5. Upload your document(s) and complete the required filing information
  6. You will receive a confirmation e-mail once your document has been successfully filed

First time user? Start here:

Registration is accomplished by completing an ECF Registration Form. Completed forms should be e-mailed to ECF@mass.gov. You will not be registered until you receive a confirmation e-mail stating that your registration form was received.

Already have an account?

Once registered, you may submit documents in PDF format by e-mail to ECF@mass.gov in accordance with the Commission's Electronic Case Filing procedures.
