What you need

The Public Inspection Module of the Statements of Financial Interests (SFI) electronic filing system is available to view an SFI filed with the State Ethics Commission. Using the Public Inspection Module, you will be able to online, for calendar years (CY) beginning with CY 2017: view a list of individuals required to file an SFI for a selected calendar year, search for a specific filer(s) by name or search for filers from a particular agency, and confirm whether a filer has completed their SFI filing for a selected CY

SFIs are public records and may be requested by the public. The financial disclosure law, G.L. c. 268B, provides that an SFI shall be available for public inspection and copying upon written request of any individual. Such requests must be accompanied by proof of the requestor’s identity. The law further requires the Commission to notify the filer of the name and affiliation, such as a newspaper, magazine, or campaign, if any, of the individual who has viewed their SFI. The SFI system is set up to satisfy these legal requirements.

When a request to view an SFI is received, the Commission is prohibited by law from asking for a reason(s) why the request is made. If you receive a notice that your SFI has been viewed, the Commission will not have any information about either the reason for the request or what the requestor intends to do with your SFI such as posting it on a website.

Certain information, such as the filer’s personal e-mail address, home address, and personal phone number and the names of their family members and their home addresses, has been redacted (i.e., removed from view) from the SFIs available for public inspection because it is exempt from disclosure under the public records law. However, if your home address is identified as the location of a business, then your home address will not be redacted from the business-related questions on your SFI.

If you are a filer and your redacted SFI is viewed, you will receive notice automatically from the SFI system if you have an e-mail address in the system. If you do not have an e-mail address in the system, you will receive notice by mail from the Commission using your home address listed in the system. Beginning with CY 2017, you can view the redacted copy of your SFI from your Filer Dashboard whether you filed electronically or manually. As a filer, you may view your original and redacted SFI beginning with CY 2017 by clicking on Completed Filings in the SFI Filings tab on your Filer Dashboard in the SFI system.

How to view

If you would like to view a redacted copy of an SFI for any filer beginning with CY 2017 SFI, you will be required to register online as a user and provide a picture ID. To do so, click on the Register ID tab located on the left side of the screen on the home page of the Public Inspection Module in the SFI system. After your registration is accepted, you will receive an e-mail containing a user ID, a temporary password, and the link to the system. 

When you login, you will be able to view, print and/or copy, a redacted copy of the CY 2017 SFI for any filer(s) you select. As a registered public user, you may view and download up to 50 SFIs at a time. Any filer(s) you select will receive a written notice that you have viewed a copy of their SFI.
