SMRP Municipal Technical Assistance Grants

There are two types available: Municipal Assistance Coordinator (MAC) project assistance and Recycling IQ Kit assistance.
MassDEP accepts applications for MAC project assistance three times annually - in winter, summer, and fall - and for Recycling IQ Kit assistance between the beginning of January and the end of April.

  1. What to Know

    Two types of SMRP Technical Assistance awards are available:

    • MAC Program Assistance: Your city or town may apply for up to 80 hours of help from a MassDEP Municipal Assistance Coordinator (MAC) for a high-priority recycling, solid waste, or Pay-As-You-Throw (PAYT) project to which it is willing and able to commit its own staff. Technical Assistance awards are competitive and subject to MAC availability.
    • Recycling IQ Kit: Assistance and funding are available to communities that are dealing with contamination of the recycling stream. The Recycling IQ Kit provides you with steps, tools, and resources to Improve the Quality of recycling in your community. Recycling IQ Kit program assistance includes funding for implementation, and up to 40 hours of MAC assistance. Projects must be completed between May and November of the calendar year during which you apply.
  2. Meet Minimum Eligibility Criteria for Technical Assistance

    Your city or town must have completed its MassDEP Municipal Recycling & Solid Waste surveys for the last two calendar years at Re-TRAC Connect™ to qualify for SMRP technical assistance.

  3. How to Apply for Technical Assistance

    Apply through Re-TRAC Connect™, using the municipal account MassDEP has established for your city or town. If you have forgotten your account login, contact Janine Bishop.

  4. The Technical Assistance Review Process

    MassDEP will complete its review of your proposal and notify you of its decision. If your city or town receives an award, you will need to assign a local project manager and sign a mutually agreed upon scope of work to begin the process of working with your assigned MAC.
