What you need for Submit a Written Notice of Bonding Capacity Change
Submit a current surety letter from a surety company licensed in the Commonwealth of Massachusetts and whose name appears on the United States Treasury Department Circular 570 stating the firm’s aggregate bonding capacity and single contract limit. A Power of Attorney or Attorney-in-Fact must be attached to the letter.

- The deadline for submitting a written notice of a bonding capacity change is 1:00 PM Fridays, 1:00 PM Thursdays if the Friday is a legal holiday.
- The surety letter must be less than 3 months old.
- A surety letter addressed to “To Whom It May Concern” will be accepted.
- A surety letter addressed to DCAMM or other entity will be returned.
- If the Power of Attorney or Attorney-in-Fact includes a not to exceed amount, the amount cannot exceed the single bond limit stated in the surety letter.
- As stated in 700 CMR 14.03(4)(d), “Requests by Contractors for the revision of Aggregate and Single Bonding Capacity, Single Contract Limits or for additional classes of work may be considered by the Prequalification Committee at any time. Unless otherwise approved by the Prequalification Committee, such requests must be submitted at least 21 calendar days prior to a bid opening in order to receive consideration for that bid opening.”
- Upon the Prequalification Committee’s review of the written notice of bond capacity change, your firm will receive by email a revised prequalification certificate, indicating the changed bonding capacities. The revised prequalification certificate expires on the same date as the previously issued prequalification certificate.
