What you need   for WP86, 87, 88, 89, 90: Industrial Wastewater Treatment Facility Permits & Plan Approvals

These permits and approvals control industrial-wastewater discharges to the ground, as required by 314 CMR 5.00. 

You must apply for these permits if your facility has a discharge that requires a permit under 314 CMR 5.00 and falls under one of the Standard Industrial Classification Codes listed in the Instructions (see Step 1, below). Any facility without remediation discharges outside of these SIC codes must apply for other groundwater discharge permits, as specified in 314 CMR 5.00. 

Facilities under one of the SIC codes with remediation discharges in accordance with MGL Chapter 21E (the Massachusetts Oil and Hazardous Material Release Prevention and Response Act) are no longer required to obtain an Industrial Wastewater Permit. Applicants may comply under the Massachusetts Contingency Plan, 310 CMR 40.0000.

  2. Complete the Application Form

    Please fill out and save the Microsoft Word or Acrobat Adobe PDF form on your computer.

    Important Note: Even when applying online, you will still need to complete a conventional Application Form and upload it as an attachment during the online filing process. Please do not mail in these forms.

  3. Claim your Authorization (ONLY for WP 88, 89, 90; skip this section for WP 86 and 87)

    If you have an existing permit with the program not already linked to the EEA ePLACE Portal, you will first need to do one important step: Claim Your Authorization. This process will allow us to link your renewal or amendment application to your existing permit and confirm your identity. Once the program staff has reviewed and completed your claim request you will then be able to continue with your renewal or amendment application. Please note: You will not be required to upload anything in the Documents section.

  4. Submit your Application and Fee Payment

    1. File online via the EEA ePlace Portal.
    2. For additional guidance on navigating the EEA ePLACE Portal, please follow this link - EEA ePLACE Portal Instruction Documents
    3. You will have the option to pay online by credit card or automated clearing house (ACH) or pay by mail. If you select pay-by-mail option, instructions on how to do so will be provided when you submit your online application.
