March 2024 Mid-Month Report

Pursuant to Section 6 of Chapter 14 of the General Laws[1], the Department of Revenue (DOR) hereby submits its mid-month tax revenue report for the month of March 2024, the ninth month of fiscal year 2024. The attached table shows March 2024 month-to-date tax revenue collections through March 15, 2024, along with changes from the equivalent period in March 2023. 

Revenue collections are uneven and usually weighted toward month-end. Therefore, mid-month figures should not be used to assess trends or project future revenues. 

Context for March Revenues 

Historically, March is a mid-size month for revenue collections, ranking sixth of the twelve months in nine of the last ten years. Many corporate and business taxpayers are required to make estimated payments during the month. The tax filing season is underway, and March is typically a significant month for refund payments (outflows), which reduce total net revenue. 

Highlights 

Total Tax collections for the month-to-date period were $2.236 billion, $59 million or 2.7% more than the collections during the same period in March 2023. March results show increases in personal income tax, sales and use tax, and corporate and business tax, partially offset by a decrease in “all other” tax.  

  • Income Taxes totaled $1.034 billion, up $63 million or 6.5% versus the same period in March 2023.  
  • Sales & Use Taxes totaled $150 million, up $4 million or 2.4% versus the same period in March 2023. 
  • Corporate & Business Taxes totaled $1.010 billion, up $20 million or 2.0% versus the same period in March 2023.  
  • All Other Taxes totaled $41 million, down $27 million or 39.9% versus the same period in March 2023. 

Details 

Total Income Tax of $1.034 billion for mid-month March is comprised of the following: 

  • Withholding of $967 million, up $111 million versus the same period in March 2023; 
  • Estimated Payments of $67 million, up $9 million versus the same period in March 2023;  
  • Returns/Bills of $236 million, down $17 million versus the same period in March 2023; and 
  • Refunds of $236 million, up $40 million (unfavorable) versus the same period in the same period in March 2023.  

Sales & Use Tax of $150 million is up $4 million versus the same period in March 2023. Typically, only a small proportion of expected regular sales and meals tax remittances are received by the mid-month date. The month-to-date sales and use tax of $150 million is comprised of the following: 

  • Regular sales tax of $71 million, up $3 million versus the same period in March 2023;  
  • Meals tax of $28 million, down $2 million versus the same period in March 2023; and 
  • Motor vehicle sales tax of $52 million, up $3 million versus the same period in March 2023.  

Corporate & Business Tax of $1.010 billion is up $20 million versus the same period in March 2023. The month-to-date increase is primarily due to increases in estimated and return payments. 

All Other Taxes of $41 million, down $27 million versus the same period in March 2023, includes a number of tax categories, such as motor fuels, cigarette, estate tax, room occupancy, and deeds.

April 2024 Mid-Month Report

Pursuant to Section 6 of Chapter 14 of the General Laws[1], the Department of Revenue (DOR) hereby submits its mid-month tax revenue report for the month of April 2024, the tenth month of fiscal year 2024. The attached table shows April 2024 month-to-date tax revenue collections through April 15, 2024, along with changes from the equivalent period in April 2023. 

Revenue collections are uneven and usually weighted toward month-end. Therefore, mid-month figures should not be used to assess trends or project future revenues. 

Daily income tax collections typically fluctuate significantly on and around the income tax filing deadline, which was April 17 this year. This report reflects revenue collections through April 15 and, because of the significant fluctuations in daily collections, comparisons to the same period in April 2023 are not meaningful. In addition, because the income tax filing deadline for Massachusetts residents was April 17, and the receipt and processing of returns continues through May, the reported revenue figures do not represent the full impact of the 2023 tax season.     

Context April Revenues 

Historically, April has been the single largest month for collections, ranking first of the 12 months in eight of the last 10 years. There are two main causes for April’s relative strength. First, the individual tax filing season reaches its peak; payments made with returns are concentrated in April, while refunds are spread across February, March, and April. Second, the first income estimated payment installment for the current tax year is due in April. 

Highlights 

Total tax collections for the month-to-date period were $1.713 billion, $23 million or 1.4% more than the collections during the same period in April 2023. April results show increases in personal income tax, sales and use tax, and corporate and business tax, partially offset by a decrease in “all other” taxes.  

  • Income tax totaled $1.115 billion, up $37 million or 3.4% versus the same period in April 2023.  
  • Sales & use tax totaled $158 million, up $5 million or 3.4% versus the same period in April 2023. 
  • Corporate & business tax totaled $401 million, up $26 million or 6.8% versus the same period in April 2023.  
  • All other taxes totaled $39 million, down $44 million or 53.1% versus the same period in April 2023. 

Details 

Total income tax of $1.115 billion for mid-month April is comprised of the following: 

  • Withholding of $667 million, down $110 million versus the same period in April 2023; 
  • Estimated payments of $163 million, up $19 million versus the same period in April 2023;  
  • Returns/bills of $549 million, up $151 million versus the same period in April 2023; and 
  • Refunds of $265 million, up $24 million (unfavorable) versus the same period in April 2023.  

Sales & use tax of $158 million is up $5 million versus the same period in April 2023. Typically, only a small proportion of expected regular sales and meals tax remittances are received by the mid-month date. The month-to-date sales and use tax of $158 million is comprised of the following: 

  • Regular sales tax of $75 million, down $10 million versus the same period in April 2023;  
  • Meals tax of $31 million, up $12 million versus the same period in April 2023; and 
  • Motor vehicles sales tax of $52 million, up $3 million versus the same period in April 2023.  

Corporate & business tax of $401 million is up $26 million versus the same period in April 2023. The month-to-date increase is primarily due to increases in estimated and return payments. 

All other taxes of $39 million, down $44 million versus the same period in April 2023, includes a number of tax categories, such as motor fuels, cigarette, estate tax, room occupancy, and deeds.

Revenue collections are uneven and usually weighted toward the month-end. The brief period covered in the mid-month report does not provide sufficient data for comparison to prior years. Therefore, mid-month figures should not be used to assess trends or project future revenues. 

Context May Revenues 

Historically, May is a mid-size month for collections, ranking seventh of 12 months in seven of the last 10 years. Net revenue collections in May are influenced by the individual tax filing season, which generates both inflows and refund outflows during the month. In addition, estimated payments from individuals and businesses are not significant in May.  

Highlights 

Total tax collections for the month-to-date period were $1.029 billion, $337 million or 24.7% less than the collections during the same period in May 2023. May results show decreases in all major tax categories.   

  • Income tax totaled $791 million, down $243 million or 23.5% versus the same period in May 2023.  
  • Sales & use tax totaled $163 million, down $19 million or 10.4% versus the same period in May 2023. 
  • Corporate & business tax totaled $17 million, down $43 million or 72.2% versus the same period in May 2023.  
  • All other taxes totaled $59 million, down $31 million or 34.8% versus the same period in May 2023. 

Details 

Total income tax of $791 million for mid-month May is comprised of the following: 

  • Withholding of $738 million, down $107 million versus the same period in May 2023; 
  • Estimated payments of $31 million, down $23 million versus the same period in May 2023;  
  • Returns/bills of $127 million, down $106 million versus the same period in May 2023; and 
  • Refunds of $105 million, up $7 million (unfavorable) versus the same period in May 2023.  

Sales & use tax of $163 million is down $19 million versus the same period in May 2023. Typically, only a small proportion of expected regular sales and meals tax remittances are received by the mid-month date. The month-to-date sales and use tax of $163 million is comprised of the following: 

  • Regular sales tax of $83 million, down $1 million versus the same period in May 2023;  
  • Meals tax of $26 million, down $12 million versus the same period in May 2023; and 
  • Motor vehicles sales tax of $53 million, down $6 million versus the same period in May 2023.  

Corporate & business tax of $17 million is down $43 million versus the same period in May 2023. The month-to-date decrease is primarily due to a decrease in estimated payments and an unfavorable increase in refunds. All other taxes of $59 million, down $31 million versus the same period in May 2023, includes a number of tax categories, such as motor fuels, cigarette, estate tax, room occupancy, and deeds.

The attached table shows June 2024 month-to-date tax revenue collections through June 14, 2024, along with changes from the equivalent period in June 2023. 

Revenue collections are uneven and usually weighted toward the month-end. The brief period covered in the mid-month report does not provide sufficient data for comparison to prior years. Therefore, mid-month figures should not be used to assess trends or project future revenues. 

Context for June Revenues 

In general, June is a significant month for revenues because many individuals and corporations are required to make estimated payments. Historically, roughly 11.2% of annual revenue, on average, has been received during June, making it the second or third largest revenue month of the year.  

Highlights 

Total tax collections for the month-to-date period were $2.094 billion, $483 million or 29.9% more than the collections during the same period in June 2023. June results show increases in all major tax categories. Some of the month-to-date increase could be due to timing-related factors. 

  • Income tax totaled $1.221 billion, up $304 million or 33.2% versus the same period in June 2023.  
  • Sales & use tax totaled $148 million, up $18 million or 13.5% versus the same period in June 2023. 
  • Corporate & business tax totaled $632 million, up $136 million or 27.5% versus the same period in June 2023.  
  • All other taxes totaled $92 million, up $25 million or 36.2% versus the same period in June 2023. 

Details 

Total income tax of $1.221 billion for mid-month June is comprised of the following: 

  • Withholding of $830 million, up $209 million versus the same period in June 2023; 
  • Estimated payments of $386 million, up $103 million versus the same period in June 2023;  
  • Returns/bills of $38 million, down $4 million versus the same period in June 2023; and 
  • Refunds of $33 million, up $5 million (unfavorable) versus the same period in June 2023.  

Sales & use tax of $148 million is up $18 million versus the same period in June 2023. Typically, only a small proportion of expected regular sales and meals tax remittances are received by the mid-month date. The month-to-date sales and use tax of $148 million is comprised of the following: 

  • Regular sales tax of $72 million, up $16 million versus the same period in June 2023;  
  • Meals tax of $22 million, down $1 million versus the same period in June 2023; and 
  • Motor vehicles sales tax of $54 million, up $2 million versus the same period in June 2023.  

Corporate & business tax of $632 million is up $136 million versus the same period in June 2023. The month-to-date increase is primarily due to an increase in estimated payments. All other taxes of $92 million, up $25 million versus the same period in June 2023, includes a number of tax categories, such as motor fuels, cigarette, estate tax, room occupancy, and deeds.

In general, July is among the smaller months for revenue collection because neither individual nor business taxpayers make significant estimated payments during the month. Historically, roughly 6.7% of annual revenue, on average, has been received during July. 

Highlights 

Total tax collections for the month-to-date period were $996 million, $87 million or 8.0% less than the collections during the same period in July 2023. Mid-month July results show decreases in withholding, non-withheld income tax, and “all other” tax, partially offset by increases in corporate & business tax and sales tax.  

  • Income tax totaled $687 million, down $95 million or 12.2% versus the same period in July 2023.  
  • Sales & use tax totaled $141 million, up $3 million or 2.0% versus the same period in July 2023. 
  • Corporate & business tax totaled $111 million, up $17 million or 18.5% versus the same period in July 2023.  
  • All other taxes totaled $57 million, down $11 million or 16.6% versus the same period in July 2023. 

Details 

Total income tax of $687 million for mid-month July is comprised of the following: 

  • Withholding of $635 million, down $77 million versus the same period in July 2023; 
  • Estimated payments of $22 million, down $1 million versus the same period in July 2023;  
  • Returns/bills of $32 million, down $22 million versus the same period in July; and 
  • Refunds of $2 million, down $4 million (favorable) versus the same period in July 2023.  

Sales & use tax of $141 million is up $3 million versus the same period in July 2023. Typically, only a small proportion of expected regular sales and meals tax remittances are received by the mid-month date. The month-to-date sales and use tax of $141 million is comprised of the following: 

  • Regular sales tax of $78 million, down $9 million versus the same period in July 2023;  
  • Meals tax of $29 million, up $11 million versus the same period in July 2023; and 
  • Motor vehicles sales tax of $33 million, up $1 million versus the same period in July 2023.  

Corporate & business tax of $111 million is up $17 million versus the same period in July 2023. The month-to-date increase is primarily due to an increase in estimated payments and a favorable decrease in refunds. All other taxes of $57 million, down $11 million versus the same period in July 2023, includes a number of tax categories, such as motor fuels, cigarette, estate tax, room occupancy, and deeds.

Highlights 

Total tax collections for the month-to-date period were $1.022 billion, $142 million or 16.1% more than the collections during the same period in August 2023. Mid-month August results show increases in withholding, non-withheld income tax, and corporate & business tax, partially offset by decreases in sales tax and “all other” tax. Some of the increase in withholding is due to timing-related factors. 

  • Income tax totaled $789 million, up $149 million or 23.3% versus the same period in August 2023.  
  • Sales & use tax totaled $135 million, down $7 million or 4.7% versus the same period in August 2023. 
  • Corporate & business tax totaled $49 million, up $23 million or 88.2% versus the same period in August 2023.  
  • All other taxes totaled $49 million, down $24 million or 33.0% versus the same period in August 2023.

Total income tax of $789 million for mid-month August is comprised of the following: 

  • Withholding of $754 million, up $138 million versus the same period in August 2023; 
  • Estimated payments of $21 million, up $4 million versus the same period in August 2023;  
  • Returns/bills of $33 million, up $3 million versus the same period in August 2023; and 
  • Refunds of $19 million, down $4 million (favorable) versus the same period in August 2023.  

Sales & use tax of $135 million is down $7 million versus the same period in August 2023. Typically, only a small proportion of expected regular sales and meals tax remittances are received by the mid-month date. The month-to-date sales and use tax of $135 million is comprised of the following: 

  • Regular sales tax of $57 million, up $1 million versus the same period in August 2023;  
  • Meals tax of $27 million, down $7 million versus the same period in August 2023; and 
  • Motor vehicles sales tax of $50 million, virtually equal to the same period in August 2023.  

Corporate & business tax of $49 million is up $23 million versus the same period in August 2023. The month-to-date increase is primarily due to an increase in estimated payments. All other taxes of $49 million, down $24 million versus the same period in August 2023, includes a number of tax categories, such as motor fuels, cigarette, estate tax, room occupancy, and deeds.

The attached table shows September 2024 month-to-date tax revenue collections through September 13, 2024, along with a comparison to the equivalent period in September 2023. 

Revenue collections are uneven and usually weighted toward the month-end. The brief period covered in the mid-month report does not provide sufficient data for meaningful comparison to prior years. Therefore, mid-month figures should not be used to assess trends or project future revenues. 

Context for September Revenues 

In general, September is a significant month for revenues because many individuals and corporations are required to make estimated payments. Historically, roughly 10% of annual revenue, on average, has been received during September, making it the third or fourth largest revenue month of the year. 

Highlights 

Total tax collections for the month-to-date period were $1.889 billion, $241 million or 14.7% more than the collections during the same period in September 2023. Mid-month September results show increases in withholding, non-withheld income tax, corporate & business tax, and sales tax, partially offset by a decrease in “all other” tax. Some of the increase in withholding is due to timing-related factors. 

  • Income tax totaled $1.210 billion, up $208 million or 20.7% versus the same period in September 2023.  
  • Sales & use tax totaled $131 million, up $5 million or 4.0% versus the same period in September 2023. 
  • Corporate & business tax totaled $504 million, up $74 million or 17.2% versus the same period in September 2023.  
  • All other taxes totaled $45 million, down $45 million or 50.2% versus the same period in September 2023. 

Details 

Total income tax of $1.210 billion for mid-month September is comprised of the following: 

  • Withholding of $762 million, up $114 million versus the same period in September 2023; 
  • Estimated payments of $416 million, up $88 million versus the same period in September 2023;  
  • Returns/bills of $58 million, up $11 million versus the same period in September 2023; and 
  • Refunds of $26 million, up $6 million (unfavorable) versus the same period in September 2023.  

Sales & use tax of $131 million is up $5 million versus the same period in September 2023. Typically, only a small proportion of expected regular sales and meals tax remittances are received by the mid-month date. The month-to-date sales and use tax of $131 million is comprised of the following: 

  • Regular sales tax of $55 million, virtually equal to the same period in September 2023;  
  • Meals tax of $32 million, up $5 million versus the same period in September 2023; and 
  • Motor vehicles sales tax of $44 million, virtually equal to the same period in September 2023.  

Corporate & business tax of $504 million is up $74 million versus the same period in September 2023. The month-to-date increase is primarily due to an increase in estimated payments. 

All other taxes of $45 million, down $45 million versus the same period in September 2023, includes a number of tax categories, such as motor fuels, cigarette, estate tax, room occupancy, and deeds.

Context for October Revenues 

In general, October is among the lower months for revenue collection, because neither individual nor business taxpayers make significant estimated payments during the month. Historically, roughly 6.5% of annual revenue, on average, has been received during October.  

Highlights 

Total tax collections for the month-to-date period were $950 million, $55 million or 5.5% less than the collections during the same period in October 2023. Mid-month October results show decreases in non-withheld income tax, corporate & business tax, sales tax, and “all other” tax, partially offset by an increase in withholding.  

  • Income tax totaled $730 million, up $28 million or 4.1% versus the same period in October 2023.  
  • Sales & use tax totaled $133 million, down $45 million or 25.4% versus the same period in October 2023. 
  • Corporate & business tax totaled $49 million, down $10 million or 16.4% versus the same period in October 2023.  
  • All other taxes totaled $38 million, down $29 million or 42.7% versus the same period in October 2023.

Total income tax of $730 million for mid-month October is comprised of the following: 

  • Withholding of $654 million, up $34 million versus the same period in October 2023; 
  • Estimated payments of $44 million, up $2 million versus the same period in October 2023;  
  • Returns/bills of $85 million, up $5 million versus the same period in October 2023; and 
  • Refunds of $54 million, up $13 million (unfavorable) versus the same period in October 2023.  

Sales & use tax of $133 million is down $45 million versus the same period in October 2023. Typically, only a small proportion of expected regular sales and meals tax remittances are received by the mid-month date. The month-to-date sales and use tax of $133 million is comprised of the following: 

  • Regular sales tax of $50 million, down $35 million versus the same period in October 2023;  
  • Meals tax of $36 million, down $9 million versus the same period in October 2023; and 
  • Motor vehicles sales tax of $48 million, down $1 million versus the same period in October 2023.  

Corporate & business tax of $49 million is down $10 million versus the same period in October 2023.  

All other taxes of $38 million, down $29 million versus the same period in October 2023, includes a number of tax categories, such as motor fuels, cigarette, estate tax, room occupancy, and deeds.

Total tax collections for the month-to-date period were $1.057 billion, $306 million or 40.7% more than the collections during the same period in November 2023. Mid-month November results show increases in withholding, non-withheld income tax, sales tax, and “all other” tax, partially offset by a decrease in corporate & business tax. Some of the increase in withholding is due to timing-related factors.  

  • Income tax totaled $816 million, up $260 million or 46.7% versus the same period in November 2023.  
  • Sales & use tax totaled $164 million, up $53 million or 47.3% versus the same period in November 2023. 
  • Corporate & business tax totaled $10 million, down $15 million or 59.4% versus the same period in November 2023.  
  • All other taxes totaled $67 million, up $8 million or 13.7% versus the same period in November 2023. 

Details 

Total income tax of $816 million for mid-month November is comprised of the following: 

  • Withholding of $821 million, up $212 million versus the same period in November 2023; 
  • Estimated payments of $47 million, up $27 million versus the same period in November 2023;  
  • Returns/bills of $39 million, up $6 million versus the same period in November 2023; and 
  • Refunds of $91 million, down $15 million (favorable) versus the same period in November 2023.  

Sales & use tax of $164 million is up $53 million versus the same period in November 2023. Typically, only a small proportion of expected regular sales and meals tax remittances are received by the mid-month date. The month-to-date sales and use tax of $164 million is comprised of the following: 

  • Regular sales tax of $91 million, up $47 million versus the same period in November 2023;  
  • Meals tax of $26 million, up $1 million versus the same period in November 2023; and 
  • Motor vehicles sales tax of $47 million, up $5 million versus the same period in November 2023.  

Corporate & business tax of $10 million is down $15 million versus the same period in November 2023.  

All other taxes of $67 million, up $8 million versus the same period in November 2023, includes a number of tax categories, such as motor fuels, cigarette, estate tax, room occupancy, and deeds.
