About Electronic Visit Verification (EVV)

Electronic Visit Verification (EVV) is a federal requirement for Medicaid-funded, in-home personal care and home health services.  The Executive Office of Health and Human Services (EOHHS) administers the Massachusetts Medicaid program known as MassHealth.  EOHHS oversees the implementation and operation of EVV in programs that provide certain home and community-based services.

Section 12006 of the 21st Century Cures Act requires that all 50 states implement EVV in Medicaid programs for in home personal care services. In Massachusetts, EVV impacts:

  • Programs overseen by MassHealth
  • The Executive Office of Elder Affairs
  • The Department of Developmental Services
  • The Massachusetts Rehabilitation Commission

EOHHS is implementing EVV in phases and will reach out to providers and relevant stakeholders accordingly. 

EVV will promote quality outcomes for members by:

  • Ensuring appropriate service delivery
  • Reducing the administrative burden of paper timesheets
  • Decreasing billing errors, and unauthorized spending.
