Overview
MassDOT will release the Request for Proposal (RFP) to renovate, revitalize, and maintain the highway service plazas. Each service plaza will be modernized to offer patrons a diverse range of food options including healthy choices, modern and accessible restrooms, travel and gift shopping featuring Massachusetts related items, and convenient gas, diesel, and electric refueling options.
Timeline
MassDOT will release its Request for Proposals (RFP) in summer 2026. A respondent is anticipated to be selected in late fall 2026. MassDOT and the new Operator will then begin preparing for the new operator transition in early winter 2027.
Background
Most of the Commonwealth’s service plazas date back to the 1950s, with only minor updates since. MassDOT is now launching a revitalization effort to upgrade or fully reconstruct these aging facilities to better serve today’s travelers and improve the overall user experience through the new procurement.

As the procurement process progresses, MassDOT is working to:
- Attract qualified bidders and ensure a competitive process
- Reflect the unique regions of the Commonwealth and highlight and support local industries
- Ensure a high quality experience for the travelling public
- Enhance truck parking and truck facilities
