Overview
MassDOT will release the Request for Proposals (RFPs) to operate, maintain, and revitalize the highway service plazas. Each service plaza will be modernized to provide patrons with: a diverse range of food options including healthy choices; modern and accessible restrooms; travel and gift shopping featuring Massachusetts related items; and convenient gas, diesel, and electric refueling options.
Timeline
MassDOT will release its Request for Proposals (RFP) in summer 2026. A respondent is anticipated to be selected in spring 2027. MassDOT and the new Operator will then begin preparing for the new operator transition in late spring 2027.
Background
Most of the Commonwealth’s service plazas date back to the 1950s, with only minor updates since. MassDOT is now launching a new public-private partnership (P3) procurement to select one or more entities to upgrade or reconstruct these facilities to better serve today’s travelers and improve the overall user experience.
Project goals
As the procurement process progresses, MassDOT is working to:
- Attract qualified bidders and ensure a competitive process
- Reflect the unique regions of the Commonwealth and highlight and support local industries
- Ensure a high quality experience for the travelling public
- Enhance truck parking and truck facilities
- Conduct a fair and transparent procurement
P3 Commission
Pursuant to Commonwealth’s P3 Statute (M.G.L. c. 6c, secs. 62-73), the Public-Private Partnership Infrastructure Oversight Commission (the ”P3 Commission”) will review and approve any Requests for Proposals (“RFPs”) that MassDOT issues related to the Service Plaza Procurement through a process laid out in the P3 Statute.
MassDOT looks forward to facilitating the work of the P3 Commission as they independently review and comment on any Department RFPs. MassDOT’s goal through this procurement is to attract interest from highly qualified bidders and secure the best value possible for the citizens of the Commonwealth.

MassDOT hosted an Industry Day on March 25, 2026 to discuss the procurement with prospective qualified operators, designers, builders, consultants, and contractors. The session was intended to provide an overview of the anticipated procurement structure and timeline.
