Background
Crash data from 2020 to 2024 shows notable sideswipe accidents within the rotary and rear-end accidents outside the rotary due to traffic congestion. With the closure of MCI Concord Prison in 2024 and the anticipated redevelopment of the DCAMM property, MassDOT is taking the opportunity to address regional traffic improvements as well as accommodating new traffic demands with the redevelopment.
Project benefits
This project proposes to improve the efficiency and safety of Route 2 within the project area by improving local connections, separating local and regional travel, reducing congestion, and easing through traffic. The new interchange will decrease the number of conflict points. Multi-modal transportation infrastructure will be enhanced with the construction of a new 12-foot shared use path. The project includes improvements to the Elm Street intersections east of the rotary and replacing the Route 2 bridge over the Assabet River.

Schedule and process
The project team is currently determining the recommended concept to proceed to 25% design. It is anticipated that a 25% Design Public Hearing will be held in the winter of 2028/2029. A completed final design will be advertised for construction in the spring of 2030.
