Ashley Bloom

Chief IT Accessibility Officer (CIAO)
Specializes in: Oversight of accessibility policies, processes, standards, and strategies

Dr. Ashley Bloom has been involved in digital accessibility for over 20 years. Ashley is an assistive technology user and has knowledge and experience in all areas of digital accessibility.  As the Chief IT Accessibility Officer for the Commonwealth of Massachusetts, Ashley is charged with oversight of digital accessibility across the Executive Branch Secretariats, agencies and guiding external agencies, cities and towns on their digital accessibility path.

Sarah Bourne

Accessibility Consultant
Specializes in: Accessibility strategy consultation and policy management

Sarah started her work in digital accessibility as the first state webmaster, including issuing ADA Guidelines for state agencies in 1998. She contributed to establishing technical accessibility standards and policies, and provided guidance to state agencies until her retirement as the as the EOTSS Director of IT Accessibility in 2021.

Alexandra “Alexa” DeVoe

Accessibility Specialist
Specializes in: Accessibility for development teams, code reviews, and design accessibility

Throughout her career as a web designer, front-end engineer, and accessibility specialist over the past 20 years, Alexandra DeVoe has worked on remediating websites, designing, and developing accessible design systems, and teaching web accessibility. She specializes in responsive web development for desktop, tablet, and mobile, and accessibility for all users.

Yukiko Gannett

Standards Based Web Specialist
Specializes in: Accessibility testing, document accessibility, design accessibility, web development, and data visualizations

Adam Gojanovich

Accessibility Specialist
Specializes in: Accessibility training, multimedia accessibility, design reviews, and content reviews

Adam is an accessibility specialist who has developed content and facilitated training for over 15 years. His background includes delivering training, developing accessible documents, videos, motion graphics, and web pages. His passion is the intersection of education and technology, and he believes that is the key to an accessible world.

Melinda “Mindy” Johnson

Documents & Communications Accessibility Specialist
Specializes in: Document accessibility, email accessibility, social media accessibility, and content reviews

Mindy has supported the creation and publication of accessible documents and communications for over two decades. She is a former special education teacher and education-focused communications professional. She was responsible for the accessibility of web content, documents, social media posts, newsletters, multimedia, and more while maintaining engaging communications at a rapid pace.

Marla Runyan

Procurement Accessibility Specialist
Specializes in: Accessible procurement processes, IT accessibility requirements for vendors, policy management, and strategy development

Marla Runyan is a former invited expert on the W3C Accessibility Guidelines Working Group. Legally blind since childhood, she brings personal and professional expertise to her role with a focus on system change through policy development, strategic planning, and identifying pragmatic solutions. Marla is a two-time U.S. Olympian and Paralympian in Track and Field and holds a juris doctorate degree with an emphasis in disability law.

Secretariat IT Accessibility Officers

As defined in Executive Order 614, Secretariat IT Accessibility Officers work in coordination with the Chief IT Accessibility Officer for the Commonwealth. Secretariat IT Accessibility Officers are responsible for managing the implementation of digital accessibility and equity guidelines and directives within the Secretariat and each agency or office within the Secretariat.
