Coastal Habitat and Water Quality (CHWQ) Grants - Fiscal Year 2027 Project Summaries

Find descriptions of projects funded through this Massachusetts Office of Coastal Zone Management (CZM) grant program.

In Fiscal Year 2027 (FY 27), CZM awarded $500,000 in grants to address stormwater pollution to coastal waters and advance coastal habitat restoration efforts. The grant projects are described below, organized alphabetically by grant recipient.

Dennis

Project Title: Loring Avenue Bridge
Grant Amount: $140,854

Description: The Town of Dennis, in partnership with the Association to Preserve Cape Cod, will complete data collection and modeling for replacement of the Loring Avenue Bridge. As part of the Bass River Watershed and broader Weir Creek Estuary restoration efforts, replacement of the bridge will address the undersized culvert to improve tidal flow to enhance upstream coastal habitats in response to climate and sea level impacts. The project will provide engineering services for data collection, including wetland delineation, land survey, and mapping to inform the water-flow modeling.

Ipswich

Project Title: Mitigating Flood Risk and Allowing for Marsh Migration on Town Farm Road in Ipswich
Grant Amount: $201,490

Description: The Town of Ipswich, in partnership with the Ipswich River Watershed Association, will complete data collection, modeling, and design for upgrades for two undersized culverts on Town Farm Road that impact tributaries to Paine Creek, a tidal creek discharging to Plum Island Sound. The two crossings are priorities for restoration of tidal flow, fish and wildlife passage, and future marsh migration in publicly owned upland areas. The project will complete a site survey, data collection, modeling, feasibility assessment, conceptual designs, hydrologic and hydraulic analysis, geotechnical investigation, alternatives analyses, and preliminary designs.

Martha’s Vineyard Commission

Project Title:  Vineyard Marsh Stewards
Grant Amount: $103,174

Description: The Martha’s Vineyard Commission—in partnership with the Towns of Chilmark, Edgartown, Aquinnah, Oak Bluffs, Tisbury, and West Tisbury, in addition to the Wampanoag Tribe of Gay Head, Trustees of Reservations, Sheriffs Meadow Foundation, Martha’s Vineyard Shellfish Group, Mass Audubon, Martha’s Vineyard Land Bank Commission, and Dukes County—will complete a comprehensive habitat restoration plan for salt marshes across Martha’s Vineyard to strengthen climate resilience and coastal ecosystem management. The project will synthesize existing data and past management practices to establish a baseline understanding of current salt marsh conditions and vulnerabilities; develop regional profiles of individual marsh systems to capture the diversity of marsh types, stressors, and restoration opportunities; and identify restoration and resilience strategies to enhance marsh health, ecological function, and long-term sustainability. The comprehensive habitat restoration plan will include priority actions to guide future implementation and funding.

Yarmouth

Project Title: Yarmouth Stormwater Remediation-Design and Implementation FY27
Grant Amount: $54,482

Description: The Town of Yarmouth, in partnership with the Association to Preserve Cape Cod, will advance permitting for green stormwater infrastructure improvements at Wings Grove Beach and Old Main Street. The project builds on previous and ongoing efforts that used Coastal Habitat and Water Quality Grants funding to identify priority sites and complete designs for stormwater best management practices that reduce or eliminate contaminants in stormwater runoff to improve coastal water quality in Yarmouth.
