Commercial Fishing Safety Grant 2024

The Massachusetts Division of Marine Fisheries will provide a one-time payment to reimburse the cost, or a portion of the cost, of safety equipment purchased or serviced for use in Massachusetts commercial fishing. The application can be found below. Funds are for fiscal year 2024.

Updates:

  • The application period for this program is closed. Completed applications must have been emailed or postmarked by April 15, 2024, for consideration in this program.
  • This program is currently in the review stage. Approximately 5% of applicants will be audited at random and will need to provide supporting documentation (receipts) for items listed on their application.
  • Please check the Massachusetts Safety Grant Program Application Status to see the status of your application.
  • MA DMF wants to emphasize that there is only $375,000 to be divided among all approved applications. For example, if MA DMF approves 1,000 applications, the maximum payment per application will then be $375. MA DMF asks for expenses up to $3,000, however, because of the interest in this program, payments will likely be much less than $3,000.

The Massachusetts Division of Marine Fisheries (MA DMF) is working with the Massachusetts Fishermen's Partnership and Fishing Partnership Support Services to expend $375,000 in grants for Massachusetts commercial fishing permit holders to re-coop commercial fishing safety costs incurred between July 1, 2023, and April 15, 2024. Eligible items for such grants shall include, but shall not be limited to, the purchase or servicing of life rafts, survival and exposure suits, personal flotation devices, man overboard recovery devices, and electronic signaling and tracking devices. Individual grant awards shall not exceed $3,000 and grants shall be equitably distributed across fisheries and regions, based on approved application reimbursement requests. Exact payment amounts will be determined once all applications are approved and divided across the available funds ($375,000), meaning the more applications MA DMF approves for payment, the lower the maximum payment amount per approved application. This is a state-funded program for fiscal year 2024.

Eligibility

To qualify, you must meet the minimum requirements below:

  • Must have held a 2023 Massachusetts Commercial Fishing Permit and renewed that permit for 2024.
  • Must have incurred safety-related expenses that were paid for on or after July 1, 2023, through April 15, 2024, and must have documentation of the expenses.

Application

A notice about this grant program was mailed in December 2023 to Massachusetts commercial permit holders with their 2024 commercial fishing permit renewal forms.

A list of eligible safety equipment can be found here, however, additional items may also have been eligible for reimbursement. A separate application could have been completed for each eligible Massachusetts Commercial Fishing Permit, however, expenses listed on each application must have been specific to that permit's commercial fishing operation and not duplicated on multiple applications.

Applications emailed or postmarked after April 15, 2024, will not be reviewed for payment consideration.

After all applications have been received, MA DMF will review applications and randomly contact 5% of applicants for expense documentation (receipts or invoices for items listed in Section 2). Receipts or invoices were not required with applications unless requested.

Payments

The information filled out in Section 1 of the application will be used to issue and mail checks. MA DMF will mail payments by June 30, 2024, and checks must be cashed by the expiration date on the check. MA DMF cannot reissue checks after the expiration date on the check as funds will no longer be available.

To determine a maximum payment amount, MA DMF will divide the program funds of $375,000 among the qualified applicants and their approved expenses. Qualified applicants will be reimbursed for their approved expenses, up to the maximum payment amount per approved application.
