Overview
CSP-JI offers essential support to members
- with a long-standing history of psychiatric issues and/or substance use disorders; and
- who also have higher health care risks and higher risk of criminal involvement associated with living in the community.
The services include outreach and supportive assistance provided in a community setting.
Other services offered by CSP-JI include
- conducting a biopsychosocial needs assessment that identifies and describes the member’s healthcare, social, community, and legal risks and needs;
- creating a Safety and Support plan that includes
- information from the biopsychosocial assessment;
- measurable goals, the reasons for including the goals, and timeframes for completing the goals;
- steps to support recovery, wellness, empowerment, and independent living skills;
- steps to help members participate in health care planning, build relationships with providers, interact with the health care system, and connect with long-term health care resources;
- ensuring that the CSP-JI service plan does not conflict with the member's probation and parole supervision plan; and
- helping with scheduling appointments and meeting community needs.
Eligibility
To be eligible for CSP-JI, members must have a clinical diagnosis or symptoms of mental illness and addiction treatment needs. For more information about eligibility requirements, read the Guidelines for Medical Necessity Determination for the Community Support Program and the CSP Program Regulation.
Members can refer themselves or be referred by the Department of Correction and House of Correction facilities, probation and parole staff, and by community agencies such as the Department of Mental Health (DMH), the Committee for Public Council Services (CPCS), and other providers.
Providers
Here is a list of CSP-JI providers and their contact information as of May 2025. This list also includes BH-JI providers, described in the next section. Members who would like to self-refer to CSP-JI should contact the organization in their area.
MassHealth Behavioral Health Supports for Justice Involved Individuals
MassHealth Behavioral Health Supports for Justice Involved Individuals (BH-JI) helps members who are leaving jail or prison, have recently left jail or prison, or are on parole or on probation to connect with behavioral health services and social supports in the community. Both BH-JI and CSP-JI
- help justice-involved members with their mental health and substance use needs;
- improve health, reduce drug overdoses, and support successful health care use; and
- connect members to the right health care and community services for them.
