This Tip Sheet addresses Small Prime Certification and how the Single Project and Aggregate Work limits are affected by Small Prime capping. This Tip Sheet will review the new increased limits to the Small Prime Certification set to launch on July 1, 2025.
What are the Small Prime Certification Limits and How are they Capped?
- On July 1, the Small Prime Limits will increase significantly. The Single Project limit capping will increase to $2,000,000 and the Aggregate Work Limit capping will increase to $4,000,000.
- The Small Prime Certification Limits are calculated the same way as full Prime Limits. For details on the calculations, you can review Tip Sheet Volume 2 Edition 13 (Single Project Limit calculations) and Tip Sheet Volume 2 Edition 14 (Aggregate Work Limit calculations)
- Both Small Prime and full Prime Certification limits are subject to capping by bonding. This means that even if you could qualify for higher limits based on the calculations, the Single Project Limit and the Aggregate Work Limit are capped by the limits set forth in the bonding letter submitted with the application.
- Small Prime Limits are subject to additional Small Prime Certification capping.
What will happen after the Small Prime Certification Limits increase on July 1?
- Small Prime Limits will automatically increase on July 1, 2025. You can qualify for up to $2,000,000 for the Single Project Limit and up to $4,000,000 for the Aggregate Work Limit based on the calculations, which are not changing.
- Contractors who are currently capped by the Small Prime Limits do not have to do anything to update their Certificates. Amended Certificates will be sent to the applicants who qualify for increases.
- It is the hope of the Certification Unit to get all the revised Certificates out within a week after the launch of the increases.
- Any Small Prime Certified contractors who have a bid should contact the Certification Office with the bid date and we try to get the Amended Certificate to you for the bid.
