Overview
The Assistant Secretary for Policy and Planning works closely with the EOTSS Executive Leadership and Senior Leadership Teams to guide organizational development and to build and execute on strategic plans and initiatives in support of the Secretary’s mission and vision.
The Office is responsible for establishing an Enterprise IT Strategic Planning Framework and the development of the statewide Enterprise IT Strategic Plan in alignment with the IT Capital Planning Process.
Additionally, the Assistant Secretary oversees the EOTSS annual reporting framework; curates enterprise policies, standards, and guidelines; and directs enterprise technology planning & logistics, communications, and legislative & external affairs.
To achieve these goals, this position will engage with the National Association of State Chief Information Officers (NASCIO), federal agencies, private sector leaders, and academia to identify and promote best practices, strategic partnerships, and innovations for state government and the delivery of citizen-centric services in the Commonwealth.

Communications
The Director of Organizational Communications collaborates with the EOTSS Senior Leadership Team to develop and drive communications both internally and across the enterprise through secretariat chief information officers. This position also supports enterprise adoption & change management efforts; web & social media content development; and event planning & coordination.
Enterprise Policy & Planning
In addition to the strategic planning and reporting efforts mentioned above, the Assistant Secretary works with the Senior Director of Enterprise Technology Planning & Logistics and team to lead the Future of Work Technology Workstream. Together, they are helping agencies adopt and support a hybrid workforce and create virtual environments that help reduce agency real-estate footprints. They also provide guidance and project management support (in alignment with EOTSS policies and standards) for technology organizations at the secretariat and agency level to facilitate agency moves and office space consolidations.
Legislative & External Affairs
The Director of Legislative & External Affairs serves as a liaison to the Massachusetts Legislature and other federal, state, and local elected and appointed officials to develop and advocate for policy and legislative initiatives that advance the EOTSS mission. The Director is also responsible for EOTSS media relations, external communications, and stakeholder engagement.
