EOTSS Office of Strategy and Planning

The Office of Strategy & Planning includes the Assistant Secretary of Strategy and Planning and the Offices of Business Architecture, Portfolio Management, and Strategy Management.

Overview

The Office of Strategy and Planning is responsible for the development and execution of strategic plans and initiatives in support of the Secretary's mission and vision.

The Office is responsible for establishing an Enterprise IT Strategic Planning Framework and the development of the statewide Enterprise IT Strategic Plan in alignment with the IT Capital Planning Process.  In addition to the Assistant Secretary, the Office includes: the Director of Strategy Management, who leads the Office of Strategy Management, the Director of Portfolio Management, who leads EOTSS's Program Management Office and Capital Planning and Management Office, as well as the Director of Business Architecture, who leads a team of business-centric architects.

The office engages with the National Association of State Chief Information Officers (NASCIO), federal agencies, private sector leaders, Secretariat Chief Information Officers, and academia to identify and promote best practices, strategic partnerships, and innovations for state government and the delivery of citizen-centric services in the Commonwealth.

Office of Business Architecture (OBA)

The Office of Business Architecture (OBA) works with Commonwealth agencies, providing oversight and guidance on enterprise technology projects, and aligning technical solutions with Commonwealth standards. Business Architecture understands the technology solutions and platforms EOTSS standardizes on and supports and partners with secretariats and agencies to guide the enhancement and expansion of the enterprise service portfolio to meet business objectives. 

Office of Portfolio Management (OPM)

The Office of Portfolio Management (OPM), in conjunction with the Project Management Office and the Capital Planning and Management Office, strategically aligns project initiatives with the Administration and the Secretariat’s priorities. By offering project management support, the Office ensures that key internal and enterprise-wide projects are effectively overseen, monitored, and coordinated to guarantee successful project delivery. This includes providing robust project oversight, facilitating communication between EOTSS resources and agency resources, and implementing best practices in project execution. Through these efforts, the Office plays a pivotal role in driving the achievement of strategic objectives while maximizing the value and impact of project investments. 

Capital Planning and Management Office

EOTSS oversees the information technology capital investment portfolio and related program management through its Office of Capital Planning.  
  
The EOTSS Secretary, in collaboration with the IT Investment Advisory Board, reviews and recommends projects to the Governor and the Secretary for Administration & Finance (A&F) for inclusion in the annual Capital Investment Plan (CIP).  

Program Management Office 

The Program Management Office is structured to provide guidance, timelines, resources, and tools in order to move projects toward success. With an eye toward projects internal to EOTSS, the Assistant Secretary is working to build the Enterprise PMO to deliver key IT projects best aligned with high-level strategic goals across the enterprise. 

Office of Strategy Management (OSM)

The Office of Strategy Management (OSM) partners with secretariats, agencies, and departments across the Commonwealth to empower government employees with the right technology, systems, and processes to provide modern constituent services.  They are a business engagement team offering agencies expertise in planning and performance management, project management, business strategy, and research and analysis. They seek to increase the efficiency and responsiveness of state agencies by improving service delivery and adopting new technology-enabled business solutions.
