In addition to reporting up to their respective cabinet secretaries, Secretariat Chief Information Officers (SCIOs) and their respective technology organizations have a “dotted-line” reporting responsibility to the EOTSS Secretary and Commonwealth CIO, as required by statute.
EOTSS promotes a collaborative relationship with the SCIOs through monthly SCIO Cabinet Meetings, annual strategic planning exercises, and project implementation support and monitoring.
In parallel to the SCIO Council, the Chief Information Security Officer (CISO) Council meets regularly to align cybersecurity and risk priorities, while also ensuring that identified vulnerabilities are being mitigated in a timely fashion.
The Chief Privacy Officer also convenes a monthly Enterprise Privacy Council consisting of privacy and legal experts from across state government with the goal of information sharing and building our privacy maturity. The Privacy Office, in collaboration with the Council, has developed a privacy policy designed to set baseline standards for privacy protection across the Commonwealth and fill in the gaps within the existing statutory framework.
The Data Leadership Council, comprised of data experts across the executive branch, aligns our data vision across the enterprise and evaluates the current statewide data-sharing framework to make improvements to ease the safe, secure integration and use of data across state agencies to improve the delivery of state services to residents.
Convening these enterprise councils with the subject matter experts across business lines ensures that programs and projects being driven by each agency’s unique mission and business needs are aligned with the Administration’s priorities, the mission and vision of EOTSS, and the EOTSS Standard Operating Environment (SOE).
