FAQs on Definition of EEC Funded Programs and Applicability of Requirements

Below are answers to questions related to EEC funded programs.

Does it apply to public school before/afterschool programs not licensed by EEC that accept vouchers?

Yes. All programs that are exempt from EEC licensure and eligible to receive payment for subsidized child care are subject to the funded program requirements.

Does this apply to a religious program that is not currently receiving EEC subsidy funding?

Non-EEC licensed programs that do not currently provide and do not intend to provide EEC-subsidized child care are not subject to these requirements. If the religious school wanted to enroll children through an EEC subsidy, they would need to follow these requirements.

Are we considered an EEC Funded Program if we receive Child & Adult Care Food Program funds?

These funded program requirements apply to programs and providers that are serving children whose care is subsidized through CCDF in accordance with the CCDBG Act. Programs participating in CACFP are not subject to these requirements unless they are also providing care that is subsidized through CCDF, specifically serving children receiving vouchers on subsidy.

Our program cares for only one child on an EEC subsidy. Do we have to follow these new requirements?

Yes. All Funded Programs and all child care staff working in the funded classrooms serving one or more child receiving subsidized care is subject to all of the CCDF requirements, regardless of the number of children for which they are providing subsidized child care.

Will we still be working with our regional Child Care Resource and Referral agencies (CCRR)?

Yes. Programs will continue to work with the regional CCRRs, including all requirements for CCFA entries and renewals of voucher/contract agreements.

What is the difference between a funded program and a license-exempt program?

A license-exempt program is a program that meets certain criteria that exempts them from EEC’s licensing regulations. A funded program is a program that is not subject to licensure by EEC (either by exemption or statute) and is eligible to receive CCDF funding to provide subsidized child care. Funded Programs are required to comply with all CCDBG regulations.

If your program is licensed by EEC will the program also be visited by these monitors?

Licensed programs are visited at least annually by an EEC Licensing Specialist. Funded Programs are visited at least annually by Funded Program Monitors.

If we chose to stop accepting vouchers how much notice do I need to give?

The voucher agreement requires a two week written notice for termination of voucher services.
