What is the LEAD System?

The Licensing Education Analytic Database (“LEAD”) is EEC’s cloud-based system used for all licensing and compliance-related transactions. For Funded Programs, this includes:

  • Viewing and submitting responses to statements of non-compliance.
  • Filing incident reports, and filing illness/injury reports.
  • Applying for a new Certificate of Eligibility for Funding or applying to renew a Certificate of Eligibility for Funding.

How do I register in LEAD?

Your Funded Program Monitor will need to set up an account for you in the EEC Provider Portal. Once that is done, you will receive an email with a link to your portal and instructions for how to proceed.

Where do I go to get into LEAD?

Programs that are exempt from EEC licensure and are interested in providing child care subsidized by EEC can reach out to an EEC Funded Program Monitor. To find the Funded Program Monitor in your region, please visit www.mass.gov/guides/eec-funded-programs.

Will the LEAD System replace Professional Qualification Registry?

LEAD will not replace the Professional Qualifications System. EEC’s brand new StrongStart Online Professional Development System (PDS) is in development and will include a professional registry, a credentialing system, and a Learning Management System (LMS). The LMS is available now for all program staff to complete their EEC Essentials training requirements.
