Overview
At the close of the grant period, you must submit a FFR for the grant that you have received for the current fiscal year. You must submit one signed report to EEC within 60 days of the close of the grant. Payment requests for Fiscal Year 2025 will be held and will not be processed if your FFR has not been received by the August 30th deadline.
- The grant period ends on June 30, 2024, when all funds are assigned in the budget for expenditures allocated through June 30, 2024. The FFR is due by or before August 30, 2024.
- You must return all unexpended funds to the Department of Early Education and Care (EEC) via check. Please make the check payable to the “Commonwealth of Massachusetts-EEC.” Your check should be mailed to:

Please note: EEC may negotiate with the selected grantee(s) on the specific deliverable and timeline for their completion prior to the commencement of this project. Payments will be made according to the final negotiated terms. EEC will have sole discretion to determine whether a deliverable has been successfully completed by a Grantee thereby triggering a payment.
How to Submit Your Final Financial Report (FFR)
Step 1. If you received one of the following grants from EEC in Fiscal Year 2024, log in to the Online Application for each grant you received and complete the application.
- FY2024 Commonwealth Preschool Partnership Initiative (CPPI) Maintenance Grant
- FY2024 Commonwealth Preschool Partnership Initiative (CPPI) Cohort 3 Grant
- FY2024 Commonwealth Preschool Partnership Initiative (CPPI) Cohort 4 Grant
- FY2024 Coordinated Family and Community Engagement (CFCE) Grant
- FY2024 Early Childhood Mental Health (ECMH) Consultation Grant
- FY2024 Head Start State Supplemental Grant
The FY24 FFR Instructions document below provides step-by-step instructions for completing your online application.
Step 2. Once you complete your Online Application. Print, sign, scan, and save a copy of your signed, completed FFR.
Step 3. Email the completed FFR to: EECAdminInvoices@mass.gov.
- Please do not send your FFR to any EEC staff. All forms must be sent to this mailbox.
- Hard copies are no longer required.
