- MassDEP has deferred the initial registration deadlines from December 1, 2024 until January 31, 2025.
- MassDEP has deferred the deadline for submission of the vehicle information required under 310 CMR 7.71(5)(a)3.d.i. from January 31, 2025 until June 2, 2025.
- MassDEP has deferred the first quarterly emissions reporting deadline from April 30, 2025 until June 2, 2025. This includes January – March emissions reported under 310 CMR 7.71(5)(b).
On November 22, 2024, MassDEP finalized amendments to the Greenhouse Gas Emissions Reporting regulation (310 CMR 7.71). The amendments implement registration and greenhouse gas (GHG) emissions reporting requirements for companies selling and distributing heating fuels to homes and businesses in Massachusetts and introduce a reporting requirement for fuel storage facilities.

Registration
To register as a heating fuel supplier, review MassDEP’s November 2025 Letter to Regulated Entities and complete the registration process in the Clean Heat and Emissions Tracking System (CHETS).

Demonstration of Non-Applicability
Pursuant to 310 CMR 7.71(3)(d), if your company does not sell heating fuel in Massachusetts and you have received communication from MassDEP regarding registration in CHETS, the Department has determined that you may be subject to the requirements of 310 CMR 7.71. If you do not sell heating fuel in Massachusetts you must certify and submit a Demonstration of Non-Applicability for Heating Fuel Suppliers to the Department to dep.chets@mass.gov. Reporting
Heating fuel suppliers are required to report emissions data quarterly. The first reporting deadline has been deferred from April 30, 2025 to June 2, 2025. MassDEP has provided several resources to help heating fuel suppliers prepare for reporting, including detailed instructions and a spreadsheet tool to assist in determining total fuel volumes delivered each quarter based on delivery ticket records. This tool will be most helpful to heating fuel suppliers that deliver different biofuel blends over the course of a calendar quarter. Descriptions of the different categories of fuel are available in the FAQ, linked at the top of this page.

Heating Fuel Storage Facilities
Registration
Heating Fuel Storage Facilities must register by January 31, 2025 (deferred from December 1, 2024). To register a heating fuel storage facility, complete the form below and email it to dep.chets@mass.gov.

Reporting
Heating fuel storage facilities are required to report fuel shipment data monthly. The January 2025 report deadline has been deferred from February 28, 2025 to March 21. 2025. Submissions must be made using the spreadsheet template below and must be submitted via email to dep.chets@mass.gov. If the individual submitting the monthly report is not the designated representative, then the designated representative must complete and submit a Notification of Delegation, available below.
