Director

Alyson Dell Isola, CMCP

Director Dell Isola has had a diverse career in government management and administration, specializing in communications.  She holds a Master’s Degree in Media Arts from Emerson College and a Bachelor of Arts from Boston University.  She has served in both municipal and state leadership roles throughout her career, including positions such as Director of Communications for the City of Everett, Assistant Director for the Essex County Sheriff’s Department and now as the Director of PSAP Operations for the State 911 Department, overseeing both the North Shore Regional 911 Center and the PSAP Operations Division 1 operation in Milford. 

Deputy Director

Christopher M. Ryan, MBA, ENP

Deputy Director Ryan has a career history in public safety communications and law enforcement.  He serves on regional and state boards and associations, including the Northeast Homeland Security Regional Advisory Council (NERAC), and is the Chair of its Interoperable Communications Committee.  He also supports statewide efforts for interoperability through the Statewide Interoperable Executive Committee (SIEC). He previously served on the Board of Directors for the Massachusetts Chapter of the National Emergency Number Association (MassNENA), and Massachusetts Communications Supervisors Association (MCSA). He has also presented multiple times at regional and national industry conferences. Mr. Ryan recently retired after a 20-year career as a part-time police officer in New Hampshire.

Operations Manager

Lee Ann Delp, ENP, CCM, RPL

Lee Ann Delp has more than 27 years of experience in public safety, serving in Essex County within the 911 profession and emergency management. She is a five-term past president of the Massachusetts Communications Supervisors Association and has held multiple board roles. Lee Ann is also active with MassNENA, APCO International, and the Atlantic Chapter of APCO. 

​Training and Quality Assurance Coordinator

Katrina Shamshak, ENP, CCM, RPL, COML

Katrina Shamshak has been with North Shore Regional 911 since its opening in 2013, starting as a dispatcher and working her way up to her current role as the Training and Quality Assurance Coordinator. She holds multiple professional certifications, including ENP (Emergency Number Professional), CCM (Certified Center Manager), RPL (Registered Public-Safety Leader), and COML (Communications Unit Leader). She earned her bachelor’s degree from the University of New Hampshire with a double major in Sociology and Justice Studies.

Katrina is the founder and current Statewide Coordinator of the Massachusetts Telecommunicator Emergency Response Taskforce (MA TERT), overseeing more than 70 members across the Commonwealth. She also serves as the Essex County Regional Vice President for the Massachusetts Communications Supervisors Association (MCSA), where she coordinates training efforts and produces the association’s newsletter.

Nationally, Katrina is the 1st Vice President of APCO Atlantic and an active member of the APCO/NENA Joint TERT Initiative (NJTI) Committee. She serves as the NJTI Regional Coordinator for New England, as well as the states and territories of New Jersey, New York, Puerto Rico, and the U.S. Virgin Islands.

Katrina also contributes to several APCO standards committees, including the SDC Minimum Training Standards for Public Safety Telecommunicators and the Core Competencies and Minimum Training Standards for ECC Supervisors.

In addition, she is an APCO-certified Agency Instructor for Public Safety Telecommunicator (PST), Communications Training Officer (CTO), Fire Service Communications (FSC), Law Enforcement Communications (LEC), and Emergency Medical Dispatch (EMD), allowing her to certify telecommunicators in-house.

Operations Supervisor 

Sean P. Cullen, ENP

Sean brings over 25 years of experience in public safety, with a diverse background spanning Emergency Communications, Law Enforcement, and Emergency Medical Services across Essex County. He holds a Bachelor of Science in Criminal Justice Administration from Salem State University and is a graduate of the National Emergency Number Association’s (NENA) Center Manager Certification Program (CMCP). Sean has also earned the prestigious designation of Emergency Number Professional (ENP) from NENA, recognizing his expertise and leadership in 9-1-1 operations. He currently serves as a member of the Massachusetts Telecommunicator Emergency Response Taskforce (TERT), contributing to statewide preparedness and mutual aid efforts in times of crisis.
