Eligibility
Up to eight (8) award winners are selected for recognition every year, divided among two categories. Six (6) awards are presented in the Public Entity category and two (2) are awarded in the Individual category.
Public Entity Awards:
- MA State Entities: State agencies, authorities, public colleges and universities, and/or their individual departments or facilities
- MA Municipal Entities: Municipalities and/or individual municipal departments, municipal or regional public schools, public school districts, regional planning commissions or other regional public entities working with municipalities, and public purchasing cooperatives.
Individual Awards:
- Individuals employed by or volunteering for any of the above eligible entities
2023 LBE Awards: Nominate a Public Entity
Public Entity awards will be presented to up to two state agencies, up to two public colleges/universities, and up to two municipalities. Winners are selected based on a range of criteria, including greenhouse gas emissions reductions, adoption or expansion of sustainability practices, demonstrated environmental and cost benefits, innovation, effective education and outreach, and others that demonstrate the public entities' leadership in decarbonization efforts.
Nominations will be accepted in two phases:
Phase 1: OPTIONAL Express Interest Form
State entities and municipalities interested in applying for a 2023 LBE Award are highly encouraged to complete a Phase 1 Express Interest Form prior to completing a full Phase 2 Nomination Form. These Phase 1 Express Interest Forms will be reviewed by DOER staff and strong candidates will be encouraged to continue on to Phase 2.

Phase 2: Full LBE Award Nomination Form
DOER staff will review submissions from Phase 1 and encourage strong candidates to complete Phase 2. However, state entities and municipalities may complete a Full LBE Award Nomination Form at any time, with or without completion of a Phase 1 Express Interest Form, if desired.

2023 LBE Awards: Nominate an Individual
Individual awards will be presented to up to one state government employee or volunteer and up to one municipal employee or volunteer. Strong candidates exemplify a commitment to sustainability through their accomplishments and leadership in a particular area, and by sharing knowledge with others and making a significant contribution to the field.

Award Recipients: 2022
The 2022 LBE Award ceremony was held at the State House on Tuesday, December 6th, 2022. The event highlighted efforts of public entities to decarbonize their operations, reduce regional greenhouse gas emissions, promote sustainability efforts, and educate and engage the public in such initiatives. Awards were presented to:
- MassDOT Highway Division
- Department of Developmental Services
- Cape Cod Community College
- Ashburnham Municipal Light Plant
- City of Beverly
- Shawn Luz, City of Framingham
- Liz Minnis, DCAMM
