Massachusetts Home and Community Based Services (HCBS) ARPA Grant Programs

In 2021 Massachusetts received enhanced federal funding to support Medicaid Home and Community Based Services (HCBS) under Section 9817 of the American Rescue Plan Act. EOHHS has used part of that funding to create the grant programs listed below. We encourage eligible organizations to apply.

Mobile Applications Grant

Applications Due March 4, 2024

EOHHS has opened a new $3 million grant to help behavioral health providers offer access to behavioral health mobile apps for Medicaid members. Eligible applicants can use grant funds to cover subscription fees or training costs needed to implement, track, and report results on using mobile applications in their practice. 

Supportive and Social Day Program Expansion Grant

Applications Due February 16, 2024

The Supportive and Social Day Program Expansion Grant is an approximately $4.5 million grant designed to increase the capacity of Social and Supportive Day Programs throughout Massachusetts to serve older adults and individuals of any age currently living with Alzheimer’s Disease and Related Dementias (ADRD). Organizations can request between $10,000 and $300,000 for activities under one of three categories:  Category 1: Planning, Category 2: Expansion, and Category 3: New Program Launch. Applicants can create partnerships or regional coalitions to apply together. Additional guidelines on the grant can be found on the grant webpage.

Home- and Community-Based Services and Human Services Workforce Grant

Applications Due 11/4/22

The HCBS and Human Services Workforce Grant totals $42.5M in grant funding for training, recruiting, or retaining the HCBS and human services workforce. Applicants’ proposals should support direct care staff, nurses, behavioral health staff, community health workers (CHWs), or long-term service and support staff.

Hospital to Home Partnership Program (HHPP)

Applications Due 12/2/22

HHPP is a two-year, $3M program to build partnerships between hospitals and Aging Services Access Points (ASAPs) to strengthen communication and coordination with community providers. Eligible partnerships of ASAPs and acute care hospitals can use grant funds to embed ASAP personnel in hospitals or for other innovations to support hospital-to-home transitions, instead of discharge to an institutional setting.

Adult Day Health and Day Habilitation Programs Community Inclusion Transportation Grant Program

Applications Due 2/3/23

The Adult Day Health and Day Habilitation Programs Community Inclusion Transportation Grant Program is a $2 million program to help Adult Day Health (ADH) and Day Habilitation (DH) providers expand their transportation capacity. Existing ADH and DH providers that are enrolled in MassHealth can apply for up to $150,000 to purchase new vehicles, maintain or modify the vehicles they have, or provide other transportation options. The goal of the program is to make ADH programs, DH programs, and community outings more accessible for people receiving day services.

Respite Innovations Grant Program

Applications Due 2/3/23

The Respite Innovations Grant Program is a $20,000,000 program for innovative proposals to enhance, improve, expand, and/or reorganize Respite services. Eligible applicants can propose new models for Respite or enhance existing ones to give caregivers a break from the demands of caring for individuals with complex needs. Applications should target family or primary caregivers who support community-residing individuals with chronic or other health conditions, disabilities, or functional limitations.

 

Supported Independence Provider Capacity Grant

Applications Due May 5, 2023

The Massachusetts Rehabilitation Commission (MRC) is expanding their Supported Living (SL) program with a new grant. The goal of the grant is to ensure providers are adequately staffed, trained, and possess the IT infrastructure to help individuals with behavioral health needs transition from nursing facilities back into the communities of their choice. Qualified SL vendors can apply for up to $150,000, and qualified independent contractors can apply for up to $20,000, for enhanced training programs. Applicants may also include workforce recruitment and retention and/or technology upgrades to support community living in their proposal.

 

Enhancing Digital Literacy for Older Adults Grant

Applications Due May 22, 2023

The Enhancing Digital Literacy for Older Adults Grant is a $1.5 million program funded by the American Rescue Plan Act Home and Community-Based Services, designed to help Councils on Aging (COAs) improve the digital literacy of older adults. Grants of up to $100,000 per COA are available for municipal COAs in Massachusetts to purchase devices, software, or broadband for older adults; and/or provide training and support for older adults to enhance digital literacy. All municipal COAs in Massachusetts are encouraged to apply, especially COAs representing Gateway Cities and rural communities. Behavioral Health Urgent Care Expansion Grant

Applications Due July 28

The Behavioral Health Urgent Care Expansion Grant is a $7.5 million program to help eligible community mental health centers (CMHCs) provide behavioral health urgent care (BHUC), especially to underserved populations. Existing CMHCs who are not yet BHUC providers can access one-time funds to achieve BHUC designation in Massachusetts. Applicants can use grant funds to hire staff to expand hours to include nights and weekends, add more same-day and next-day appointments, improve scheduling capabilities or security for extended hours, and increase access to medication for addiction treatment or psychopharmacology.

Provider Technology Grant

Applications due September 29.

EOHHS has opened a new $12 million grant program to help HCBS providers upgrade their existing IT hardware or software. Applicants can use grant funds for activities or equipment that improve interaction with members, streamline operations, and enhance clinical care and care coordination. Grants of up to $500,000 each are available. Apply before 5:00 p.m. on September 29, 2023.

Hybrid Programming for Councils on Aging Grant

Applications Due September 25, 2023

The Hybrid Programming for Councils on Aging Grant is a new $1.45 million program from the Executive Office of Elder Affairs (EOEA). Funds are available to help Massachusetts Councils on Aging (COAs) expand access to high-quality hybrid (i.e., both in-person and virtual) programs for Massachusetts residents who are 60 years of age and older. COAs may use funds for purchasing technology or equipment, hiring or training staff, or covering program expenses. Applicants may form partnerships or regional coalitions to apply.
