Grant Funding to Support the Home- and Community-Based Services and Human Services Workforce

The grant opportunity to support the Commonwealth’s Home and Community-Based Services (HCBS) and Human Services workforce has closed. Awards have been announced.

Overview

The HCBS and Human Services Workforce Grant totals $42.5M in grant funding for training, recruiting, or retaining the HCBS and human service workforce in Massachusetts. Applicants’ proposals must support workers in one of the following 5 categories:

  • Direct Care Staff
  • Nurses
  • Behavioral Health Staff
  • Community Health Workers (CHWs)
  • Home and Community-Based Long-Term Services and Supports (LTSS) Workers

Who can apply?

  • Massachusetts provider, or a collaboration of multiple providers
  • Massachusetts education/training institution
  • Massachusetts community-based organization
  • Massachusetts private foundation
  • Owner of an existing workforce program that benefits Massachusetts
  • Regional workforce or training partnership that can develop and run a program focused on employers in Massachusetts

You can apply alone or as part of a partnership. All partnerships must submit a letter of intent signed by all parties. 

You can submit your application without being registered on SAM.gov, but you will need an active SAM.gov account to receive program funds. Registering with SAM.gov is free.

Eligible Activities

Applications can focus on creating a new program or expanding an existing one. In either case, grant funds must be used for one or more of the following purposes: 

  • Pipeline Development and Recruitment
  • Professional Development and Retention
  • Workforce-Impacting IT Improvements

Funds cannot be used for: 

  • MassHealth-funded Personal Care Attendants
  • Loan repayment
  • Retention bonuses, referral bonuses, recruitment bonuses, or temporary wage increases
  • State and municipal employees
  • Durable and/or specialized medical equipment providers
  • Capital expenditures

Priority Criteria

Priority will be given to applications that do one or more of the following:

  • Diversify the workforce, with a focus on Black, Indigenous, and People of Color (BIPOC) and individuals with disabilities
  • Create or expand a regional workforce partnership to recruit, train, or advance existing workers
  • Support the existing workforce with enhanced training/education for career growth
  • Expand existing educational capacity and, through partnerships with employers, create opportunities for students to enter the workforce post-graduation.
