MassHealth Personal Care Attendant (PCA) Fiscal Intermediary - Tempus

A Fiscal Intermediary (FI) is the entity contracted with MassHealth to perform employer-required functions and related administrative tasks on behalf of PCA Consumer-employers.

What is a Fiscal Intermediary (FI)?

A Fiscal Intermediary (FI) is the entity contracted with MassHealth to perform employer-required functions and related administrative tasks on behalf of PCA Consumer-employers. Tempus Unlimited, Inc. is the FI for the MassHealth PCA Program.

The FI performs the following employer-required tasks on behalf of the PCA Consumer-employers:

• Receives and processes your approved EVV PCA Activity Forms submitted;
• Issues payments to your PCAs;
• Files and pays your share of state and federal taxes, including unemployment and Paid Family and Medical Leave (PFML);
• Buys workers’ compensation insurance for your PCA; and 
• Issues a W-2 to your PCA.
