Non-Renewal Program

The Non-Renewal Program provides participating municipalities and their processing vendors with the ability to mark a vehicle's registration record for unpaid parking tickets, non-payment of excise tax, unpaid toll violations, and abandoned vehicles. This mark will prevent the renewal of the registration and the vehicle’s first owner’s driver's license until all non-renewal incidents have been satisfied and cleared from the RMV record.

Overview

To participate in the Non-Renewal Program, the RMV requires that all RMV Business Partners sign an Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles (“Access Agreement”) along with submitting required documentation for this program. 

RMV data contains Driver's Privacy Protection Act protected information, so your employees, contractors, and/or agents must have a background check before they can access RMV data. Refer to Section 11 of the Access Agreement. 

The RMV supports three options of access for the Non-Renewal Program: 

  • Option 1: Business Portal: This real-time service option allows individual users to log into a web-based portal displaying native RMV screens. 

  • Option 2: Secure File Transfer Protocol (SFTP) Batch Files: This option is used to send and receive what are commonly known as Batch files, using the RMV’s SFTP file transfer solution called MOVEIt. 

  • Option 3: Web Services: This option is a real time data exchange between the user's system and the RMV. The Web Services allow users to integrate the sending and receiving of RMV data into their system and business processes. 

Authorizing a Service Provider

Municipalities can choose to have their non-renew transactions processed by a service provider on their behalf; an authorization letter from the municipality must be submitted to the RMV.  Refer to the Enrolling in the Non-Renewal Program - Service Provider section for more details. 

Enrolling in the Non-Renew Program

Municipality

Follow steps below to sign up to participate in the Non-Renewal Program: 

Step 1:An authorization letter and Proof of Federal Employer ID Number (FEIN) should be ready to upload. 

  • Create a signed and dated authorization letter on your municipality’s letterhead stating:  
    • That you are requesting to participate in the Non-Renewal Program, rescind authorization for service provider (if applicable), what non-renew sub-system (abandoned vehicles, excise tax, parking violations, or toll violations) you will be performing non-renew for and include the effective date of the request. 
    • Your letter must also include contact information, including address, phone number, and email address. The letter must be signed and uploaded as a .pdf following the instructions below. 
  • You must submit an acceptable proof of Proof of Federal Employer ID Number (FEIN).   
    • IRS’s Form 147C, Form 5372 - Notice of New Employer Identification Number Assigned,  
    • IRS’s CP575 notice, or   
    • Certificate of Exemption Form ST-2 (issued by the Department of Revenue).   

The document used should be no more than 2 years old.   

Step 2: Register for access to the  RMV's Community Portal as a New Business Partner.  You will be required to upload your authorization letter and proof of FEIN when registering. Only one person can register per business.  (After the RMV approves access, more contacts may be added.) 

If you are an existing business partner and do not have Community Portal credentials, contact rmvbusinesspartners@dot.state.ma.us  and request a Community Portal logon. Skip to step 4. 

Step 3: Once your request is approved, you will receive an email with your Community Portal login credentials. This may take up to 5-7 business days. 

Step 4: Log into the RMV's Community Portal to complete the process of becoming an RMV Business Partner for the program(s) you have selected. 

The person submitting the request will receive notification when the documents are approved or rejected.  End users will receive an email with their login credentials once approved.   

Service Provider

Follow steps below to process non-renew items on behalf of a municipality:

Step 1:  An authorization letter and Proof of Federal Employer ID Number (FEIN) should be ready to upload. 

  • Obtain a signed and dated authorization letter on the Municipality’s letterhead stating: 
    • That you are authorized to process non-renew on their behalf, rescind authorization for previous service provider (if applicable), what non-renew sub-system (abandoned vehicles, excise tax, parking violations, or toll violations) you will be performing non-renew for and include the effective date of the request. 
    • The letter must include the service provider’s information i.e. company name, address, telephone number, contact person’s name & email address. 
    • The letter must also include contact information for the municipality, including address, phone number and email address, letter must be signed and uploaded as a .pdf  
  • You must submit an acceptable proof of FEIN.   
    • IRS’s Form 147C, Form 5372 - Notice of New Employer Identification Number Assigned,  
    • IRS’s CP575 notice, or

Documents

The following documents are required to be completed in the RMV's Community Portal.  

  • Access Agreement – depending on your business type the access agreement will be the standard or government version of the Agreement for Access to Records Maintained by Registry of Motor Vehicles.  
    • Visit the RMV's Community Portal, click on: My Business & Programs, click on open details. In the Business Checklists you will find the Access Agreement, click on Complete Online  
    • One agreement must be completed and signed by the signatory authority for your business.   
  • Business Portal User Request form (if applicable) 
    • This form is used to identify each End User that will need access to the Business Portal. Each user that is requesting access to the Business Portal will need to complete this form. The Business or Security must start the process for each end user. 
    • Visit the RMV's Community Portal, click on the home page, under Download Forms, click on the applicable form, complete the form and upload completed form on the community portal.   
  • MOVEit Access Request Form (if applicable)
    • This form is used by SFTP users to select the transmission method for exchanging files. 
    • Visit the RMV's Community Portal, click on the home page, under Download Forms, click on the applicable form, complete the form and upload completed form on the community portal.   
  • MOVEit End User Request Form (if applicable)
    • This form is used to create End User credentials for the End User(s) that will need access to MOVEit solution for file pick up. 
    • Visit the RMV's Community Portal, click on the home page, under Download Forms, click on the applicable form, complete the form and upload completed form on the community portal.   
  • Service Provider/Self Service Form (if applicable)
    • This form is used to collect connectivity and access information. One form is needed for business that will be directly applying for all connectivity, except for the Business Portal.

Business Portal Access

As part of the Non-Renewal Program we offer free direct access to the RMV via a Business Portal.  Depending on the type of access you have the Business Portal gives you the ability to: 

  • Inquire on drivers and vehicles
  • Clear Non-Renewal Tickets
  • Mark Non-Renewal Tickets
  • View Registration Periods
  • View Address History
  • View Clear/Mark History

Each end user that would like access to the Business Portal must complete an RMV Business Portal User Request Form and their Municipality or Business must have signed an Access Agreement with the RMV.

Municipalities that use a Service Provider to process non-renew transactions on their behalf are still encouraged to apply for direct access to the Business Portal. The Business Portal is free, easy to use and is a helpful tool for your municipality.

Secure File Transfer Protocol (SFTP) Batch Files

Non-Renew files are exchanged using the RMV's Secure File Transfer Process (SFTP) MOVEit. You are required to upload/download your files from MOVEit.  For more detailed information on the RMV's Secure File Transfer Process (SFTP), please refer to the MOVEit section.

There is no limit on how many non-renew request files can be submitted each day.  If you submit multiple request files in a day the RMV will only return one response file daily. The responses from each of your request files will be packaged into one response file from the RMV.

The Non-Renew Batch File Specifications and other technical documents will be provided to you upon approval of the program.

Web Services

Non-Renew Web Services allow users to integrate the sending and receiving of RMV data into their system and business processes.  Web Services are secured by both IP whitelisting and certificate authentication.

The Non-Renew Web Service Design Specifications, Data Dictionary and other technical documents will be provided to you upon approval of the program.

Requesting a Balance File

To request a non-renew balance file you would send an email indicating the city/town name and the non-renew subsystem you want the balance file for.  Email atlas.municipalities@dot.state.ma.us to request a balance file; the non-renew balance file will be delivered using the RMV’s Secure File Transfer Process (SFTP) MOVEit.

Training

Training is only required for Business Portal end users. Users are required to watch the ATLAS Business Portal Training/Driver's Privacy Protection Act (DPPA) and Navigation - May 2023 to understand the DPPA law and learn how to navigate ATLAS. 

Testing for SFTP and Web Services Options

This section provides testing information for batch processing via Secure File Transfer Process (SFTP) and Web Service as well as instructions on how to establish connectivity to the ATLAS Staging QA Environment.

The Registry of Motor Vehicles (RMV) requires that all non-renew participants test non-renewal transactions in our ATLAS Staging QA environment. Until you have demonstrated the ability to process satisfactorily in the RMV test environment you will not be granted permission to access the ATLAS production environment.

To begin the testing process, you must notify the RMV at atlas.municipalities@dot.state.ma.us that you are ready to start testing. An RMV associate will contact you via email when you should submit your first test file and/or web service call.

  • Batch users must have a MOVEit QA account established prior to notifying the RMV that you are ready to begin testing.
  • Web Service users must have already provided the RMV with their IP Address and certificate of authentication prior to notifying the RMV that you are ready to begin testing.

Once you are satisfied with the test results the RMV requires that you complete a Non-Renewal Program Attestation form.  The Attestation form is your confirmation that you have successfully completed testing with the RMV and you are ready to be moved into the ATLAS production environment to submit non-renew batch files and/or Web Service calls.

ATLAS Staging QA Environment

The ATLAS Staging QA environment is a converted copy of the production ATLAS database. The ATLAS Staging QA environment is refreshed every Saturday evening. Test files uploaded Monday through Friday* between 7am - 5pm will be processed that evening and the resulting response file will be returned.

*Files uploaded on Friday should be submitted prior to 2pm to ensure you receive a response file prior to the refresh.

SFTP Batch File Testing

Test batch files are processed in the ATLAS Staging QA environment. Test files that are uploaded to be processed will receive the resulting response file.

To test the non-renew Batch Process you must: 

  1. Log into the MOVEit QA testing environment:  https://transferqa.massdot.state.ma.us
  2. Upload a test Non-Renew test file in your Non-Renew/ATLAS Testing/Request folder.
    1. Depending on the access you have you should be sending a variety of transactions (inquiries, marks, clears – parking, excise or abandoned).
  3. Notify the RMV at atlas.municipalities@dot.state.ma.us that you have uploaded a test file to your Non-Renew/ATLAS/Request folder.
    1. The RMV will process your test file and return a response file.
  4. You will receive e-mail notification that there is a new file available in your MOVEit account Non-Renew/ATLAS/Response folder.
  5. Log into MOVEit QA testing environment https://transferqa.massdot.state.ma.us download, save, review your file, and process the file in your test system. 
  6. Once you are satisfied with testing complete and return the Non-Renewal Attestation form to the RMV at atlas.municipalities@dot.state.ma.us.

 

IMPORTANT:  The RMV will only pickup and process batch files that are uploaded using the correct naming convention. The naming convention depends on which file format that you are currently using and have been configured to submit for:

  • Format: NonRenewInput_AAA_yyyyMMddHHmmss.nrn
    Example: NonRenewInput_Z99_20191004062501.nrn

The above examples are the exact file names and file extensions; you use your CODE # and Timestamp.

Web Service Testing

Web Service calls are processed in our ATLAS Staging QA environment. Web Services are secured by both IP whitelisting and certificate authentication. You will need to provide:

  • All IPs from which ATLAS web service calls could originate.  These IPs will be included in the RMVs whitelist form.  IPs that attempt to access the ATLAS endpoint that are not listed will be blocked.
  • A Client Certificate – A 2-year client certificate public key signed by a Certification Authority.

More information can be found in the Hosted Web Service Security document that includes an Overview, X.509 Client Certificates, and Client IP Whitelisting requirements.  You will be provided the Hosted Web Service Security document upon approval of the program.

To establish web service connectivity to the ATLAS QA staging environment for testing, you must:

  1. Complete and submit the Service Provider/Self Service Form. The completed form & your Client Certificate must be uploaded in the RMV's Community Portal.
  2. You will receive email notification from the RMV once your IPs have been whitelisted.
  3. The RMV Production Support Team will contact you to establish web service connectivity.

The Non-Renewal Web Service Endpoint ATLAS Staging QA URL is responsive 24x7, except for weekend conversion and unexpected issues.  You will be provided with the Web Service ATLAS QA Staging End Point URL upon approval of the program.

When you begin testing the RMV suggests that you test all transactions. Depending on the access you have you should be sending a variety of transactions (inquiries, marks, clears – parking, excise, tolling or abandoned).

Only transactions that have been successfully tested using a web service call in the ATLAS Staging QA environment will be allowed to be moved into production.

You will be provided with a .pdf of instructions on how to generate a web service sample request that can be used for testing.
