Steam regulation in Massachusetts
The Pipeline Safety Division of the DPU regulates the safety and operations of steam distribution companies per MGL c. 164B, sec. 1 and 220 CMR 20.00. The Division’s regulations require steam distribution companies to report certain types of incidents and service interruptions to the DPU, as well as file an annual report on safety-related matters.
Steam distribution companies must also conduct annual and multi-annual tests, inspections, and maintenance of steam pipeline infrastructure, and must maintain detailed records documenting such tests, inspections, and maintenance. In addition, the Division may conduct announced or unannounced investigations into a steam distribution company’s safety performance and compliance with the law.
