Statewide IT Strategy for 2026 - 2028

Our Vision: Massachusetts will deliver digitally-enabled government services that are secure, modern, and accessible - powered by resilient infrastructure, trusted data, responsible AI, and a skilled, engaged workforce.

The Executive Office of Technology Services and Security (TSS) is the Commonwealth of Massachusetts’ lead IT organization, responsible for delivering secure, modern, and accessible technology that powers government services across the state. 

Massachusetts must deliver mission-critical services reliably, accessibly, and across the whole-of-government, while also responding to our current context: an ever-escalating threat landscape, evolving policies, aging systems, and rapidly changing technology. 

Our 2026 - 2028 Strategic Plan outlines how we will strengthen technology across state government to improve outcomes for residents, businesses, and public employees.

Our Priorities 

  • Advancing data-driven government by maturing our data strategy and delivering enterprise tools that improve data sharing and analytics   
  • Strengthening cybersecurity and resilience to protect systems, data, and privacy   
  • Enhancing productivity and service delivery by rolling out AI tools, standards, and guidance 
  • Providing adaptive, accessible, and streamlined constituent experiences  
  • Rationalizing, consolidating, and modernizing our IT infrastructure for optimized and efficient government operations 
  • Enabling responsible AI and innovation to enhance productivity and service delivery

How We Work 

TSS operates in a dual role: 

  • As the state’s IT secretariat, providing enterprise leadership by setting standards, establishing governance, and enabling agencies to deliver technology aligned with statewide priorities 
  • As the state’s service provider, delivering enterprise technology platforms, infrastructure, and shared services 

Enterprise Priorities 

We have identified four (4) Enterprise Priorities that are shared across TSS and each Secretariat CIO and their IT teams:

  1. Constituent Experience   
  2. Cybersecurity  
  3. Data and Analytics   
  4. Innovation and Emerging Technology   

TSS Strategic Pillars 

For our 2026 - 2028 Strategic Plan, we have developed seven (7) strategic pillars that frame out how the priorities and work will be delivered by TSS:

  4. Innovation and Emerging Technology   
  5. IT Services   
  6. Strategy and Communications   
  7. Workforce  

The first four (4) mirror Enterprise priorities, with the remaining pillars serving as enabling pillars. 

Looking Ahead 

TSS will continue to modernize systems, strengthen security, expand the use of data and AI, and build the workforce needed to support the future of digital government. Together, TSS and all Executive Branch Secretariats and Agencies work towards a future where constituents receive trusted, efficient, and high-quality services from the State of Massachusetts.
