An Act Driving Offshore Wind and Clean Energy required MassDOT to develop a report analyzing a transition to zero-emission school buses (ZESBs) in consultation with the Department of Energy Resources (DOER) and the Department of Elementary and Secondary Education (DESE).  

The final report includes an analysis of the existing school bus fleet as of April 5, 2023 (e.g. fuel composition, ownership structure, etc.), the capital and annual operating costs of diesel and zero-emission school buses, the costs to transition the fleet to electric for three replacement scenarios, the environmental and health impacts for the replacement scenarios, and recommendations for how to structure a statewide incentive program to support a transition to ZESBs.

The final report details the methodology and findings.
