PASRR materials for providers

Learn about the Preadmission Screening and Resident Review (PASRR) process, as well as important updates required by federal and state regulations.

A new PASRR process went into effect in June of 2024. This process was developed to expedite the admission of individuals who meet certain requirements to nursing facilities, to clarify nursing facilities’ obligations under federal and state PASRR laws and policies, and to lessen administrative burdens with regard to the PASRR process. These updates are required under state and federal regulations, including 130 CMR 456.410 and 42 CFR 483.100 et seq.

Nursing Facility Bulletin 186 provides complete details on the updates.

Specifically, the updates to the PASRR process in Nursing Bulletin 186:

1) clarify the general requirements for PASRR compliance, including the requirements for submitting all Level I Screenings to the PASRR Portal; and

2) explain the differences between the PASRR process for individuals with Serious Mental Illness (SMI) and individuals with Intellectual Disability or Developmental Disability (ID/DD).

The PASRR Portal

In August of 2023, MassHealth launched a new PASRR Portal that enables online submission of all PASRR Level I forms (both positive and negative), submission of any required documentation relating to Level I and Level II PASRR, and the ability to view, track, and update PASRR information as required.

As outlined in Nursing Facility Bulletin 186, Healthcare Organizations are required to complete PASRR Level 1 screenings using the PASRR Portal. This includes all healthcare organizations that complete the PASRR Level 1 screenings such as:

  • Nursing Facilities
  • Chronic and Acute Hospitals
  • ASAP Agencies

The PASRR portal can be accessed at www.masspasrr.org.
