Massachusetts' Workforce Agenda

The Healey-Driscoll Administration’s first workforce agenda incorporates equity, competitiveness, and affordability to attract, retain, and develop a skilled workforce.

The Massachusetts Workforce Agenda: Meeting the Moment to Attract, Retain, and Develop a Future Workforce outlines the Healey Driscoll Administration’s vision, goals, and strategies to reduce barriers to employment, prepare untapped talent and jobseekers, meet the demands of employers and industry, lead by example, and build a robust system to address current and future workforce needs.

This agenda is part of the 2024 – 2028 Workforce Innovation Opportunity Act (WIOA) State Plan filed by Massachusetts with the US Department of Labor, aligning workforce strategies across state government and with workforce partners and creating a unified approach to attract, retain, and develop a future workforce. Massachusetts filed its WIOA State Plan with USDOL in March 2024, which is currently under review by USDOL.
