WinchesterEnergy and Environmental Affairs (EEA) Secretary Rebecca Tepper and Department of Conservation and Recreation (DCR) Commissioner Brian Arrigo today joined local officials and the family of the late state Senator Charles E. Shannon to announce that the agency has completed construction on the new fully accessible and net-zero Shannon Beach Bathhouse on the Mystic Lakes in Winchester.  

“Shannon Beach is an exciting example of how we can use state properties to power our clean energy transition,” said EEA Secretary Rebecca Tepper. “This new facility is equipped with solar panels, on-site battery storage, and other upgrades to achieve net-zero emissions. Projects like this exemplify the Healey- Driscoll Administration’s commitment to ensuring residents and visitors can access recreational resources while implementing strategies to meet our state’s climate and energy efficiency goals.”  

“DCR aims to ensure equity, and inclusion so that every resident and visitor has access to our beautiful beaches and parks,” said DCR Commissioner Brian Arrigo. “The new Shannon Beach Bathhouse was built to be universally accessible, and uses sustainable features, that we hope will serve this community for generations to come.” 

“Shannon Beach is an incredible public resource for recreation of all kinds, including swimming, trail walks, biking, and picnics,” said Sen. Patricia Jehlen. “It was moving to see so many members of my predecessor Senator Charlie Shannon's family and staff at the unveiling of the new bathhouse.  We're grateful to all those who helped create, maintain and improve this park.  I look forward to a fun and safe summer!” 

“Shannon Beach has been a terrific asset for our community, welcoming all to enjoy its shores, and today’s ribbon cutting provided us with a meaningful opportunity to honor the legacy of Senator Charles Shannon,” said State Representative Michael S. Day. “I deeply appreciate the Department of Conservation and Recreation’s partnership with the communities of Winchester and Medford in upgrading this facility to ensure that everyone can enjoy a safe and relaxing day at the beach.” 

Formerly known as Sandy Beach, Shannon Beach is located on the Upper Mystic Lakes and is a popular place for recreation, swimming, and picnicking. The beach was renamed in 2008 for the late state Senator Charles E. Shannon. Shannon represented the area for nearly 15 years until his passing in 2005 and was known for his leadership and kindness.   

The original bathhouse at Sandy Beach was constructed in 1954. Approximately 10 years ago, the building was demolished after falling into disrepair. Construction on the new bathhouse began in April 2022 and was completed in May 2023. The facility now includes modern restrooms, a family restroom, outdoor rinse stations. An extensive field, a new playground, picnic areas, and walking trails surround the area. 

The beach is now universally accessible, with accessible paths from parking to the beach and the adjacent shoreline picnic grove. Beach wheelchairs are also available at Shannon Beach.  This new facility was designed to meet climate resiliency, ecology, and energy efficiency goals, using solar panels and battery storage that achieve net-zero emissions. The building also includes all LED lighting, low flow plumbing fixtures, and de-stratification fans that will reduce energy consumption, minimize water consumption, and improve indoor air quality. It was constructed with standing seam metal roofing, thermally treated wood siding, and polycarbonate glazing panel that were manufactured with environmentally low impact processes.  

The plaza around the building provides a complete view of the site, which includes a new deck that leads to wide steps and an accessible boardwalk to the expanded beach. The project also provides environmental benefits including expanding the tree canopy and improving water quality by eliminating shoreline erosion and reducing impervious surfaces.
