Press Release  MassDOT Announces Members of Public-Private Partnership Infrastructure Oversight Commission

BOSTON — MassDOT is conducting a new procurement to design, build, finance, operate and maintain the 18 service plazas across Massachusetts. As previously announced, the procurement will be conducted in coordination with a Public-Private Partnership (P3) Commission, which will provide independent oversight throughout development of the Request for Proposals (“RFPs”) as established under state law. 

Today, MassDOT is announcing the appointments to the Public-Private Partnership Infrastructure Oversight Commission. The P3 Commission will review and approve the RFPs that MassDOT issues related to the Service Plaza Procurement through a process laid out in the P3 Statute.   

“I want to thank Governor Healey for her confidence in appointing me to lead this Commission,” said Chair Kevin Sullivan. “Our responsibility is to ensure a fair, transparent, and independent review process, and I look forward to working with my fellow Commissioners as we carry out that important public responsibility.”

"We look forward to working through this process, setting clear expectations and criteria, attracting potential proposers to ensure that our plazas are clean, safe, modern, and welcoming for all. “We’re excited to begin the next phase of this procurement and look forward to the important work ahead,” said Transportation Undersecretary and Highway Administrator Jonathan Gulliver. “I want to thank the members of the Commission for their willingness to serve and look forward to working alongside them throughout this process.”

The Commission will hold its first meeting at 9 a.m. on Wednesday, July 8. The meeting is open to the public and will take place at the MassDOT District 3 Headquarters located at 499 Plantation Street in Worcester.

Kevin Sullivan (Chair) 

Kevin Sullivan serves as Vice President of Strategic Corporate Relations and Engagement at Babson College. He brings more than 40 years of experience in government and business. Mr. Sullivan previously served as Mayor of Lawrence, Massachusetts, as well as the Commonwealth's Secretary of Transportation and Secretary of Administration and Finance. He holds a Bachelor of Science in Business Management from the University of Massachusetts Lowell. 

Joseph Bonfiglio 

Joseph Bonfiglio has served as Business Manager of the Massachusetts and Northern New England Laborers' District Council since 2009,  representing more than 20,000 workers across 33 local unions.  Mr. Bonfiglio holds both a Bachelor of Science in Business Administration and Master of Business Administration from Boston University.

Joe Dorant 

Joe Dorant served as President of the Massachusetts Organization of State Engineers and Scientists (MOSES) from 2006 – 2020 and is currently on the Board of the organization. He has also served the Commonwealth as an Environmental Engineer with the Massachusetts Department of Environmental Protection since 1978. Mr. Dorant holds a Bachelor of Science in Environmental Biology from the University of Massachusetts Boston and a Master of Science in Environmental Engineering from Northeastern University.

James Errickson 

James Errickson has worked in municipal and regional planning in Massachusetts since 2005, serving with MassDevelopment, the cities of Lowell and Everett, and the Town of Natick, where he currently serves as Town Administrator. In addition, he serves on the Board of Directors of the 495/MetroWest Partnership. Mr. Errickson holds a Bachelor of Arts in American Studies from Marist College and a Master of Regional Planning from the University of Massachusetts Amherst. 

Eric Goodwine 

Eric Goodwine serves as Vice President at North Easton Savings Bank following a distinguished career in commercial and community banking, including leadership roles with Citizens Commercial Banking, JPMorgan Chase & Co., Country Bank, and Rockland Trust. He also serves on the MBTA Board of Directors as the Chairman of the Audit and Finance Subcommittee, and previously served on the Worcester Business Development Corporation Board of Directors, among other organizations in the Greater Boston region. Mr. Goodwine holds a Bachelor of Science in Finance from Bentley University. 

John Payne 

John Payne serves as Legal Counsel to Congressman Richard Neal and Chair of the Community Police Hearing Board. Prior to these roles, he spent more than 20 years in the Massachusetts court system, most recently serving as First Justice of the Springfield District Court following his appointment in 2001. Mr. Payne holds a bachelor's degree from American International College and a Juris Doctor from Western New England University School of Law.
