WORCESTER — MassDOT is announcing the second and third meetings of the Public-Private Partnership (P3) Infrastructure Oversight Commission. As previously announced, the Service Plazas procurement will be conducted in coordination with the P3 Commission, which will review and approve the Request for Proposals as required under state law.
The second and third P3 Commission meetings will review the P3 statute, procurement process, and RFP requirements. Both meetings will be open to the public, with public comment scheduled to be held at the beginning of each meeting.
The first P3 Commission meeting was held on July 8, 2026. This meeting introduced Commission members and reviewed the Commission’s purpose, responsibilities, and role in the procurement process. As established in the P3 statue, the Commission will review and approve the RFPs issued by MassDOT as part of the Service Plazas procurement process. The second and third P3 Commission meetings will be held at 9 a.m. on Monday, August 24, and at 9 a.m. on Tuesday, August 25. Both meetings will be held at the MassDOT District 3 Headquarters, located at 499 Plantation Street in Worcester. The meetings may also be viewed virtually via Zoom. A Public Meeting Notice will be posted prior to the meeting with agendas, a Zoom link, and other information.
The public and all interested parties are welcome to attend. In an effort to provide effective opportunities for public comment and engagement, public comment will be taken (1) in person, (2) in writing by electronic or regular mail, or (3) by voice message. All written comments and voice messages must be received at least 48 hours prior to the start of the meeting. Public comments are public records and may be posted online; please keep in mind that any information you provide is potentially subject to public disclosure under the Public Records Law (see G.L. c. 66, § 10). Do not include personal information other than your name in voice messages. We note that the agenda has been prepared in advance and does not necessarily include all matters which may be taken up at the meeting.
