The Operational Services Division’s (OSD) Office of Vehicle Management (OVM) is pleased to announce its inclusion in the NAFA Fleet Management Association’s (NAFA) 2025 list of the 100 Best Public Fleets in the Americas.
OVM was the highest-ranked state fleet on this year’s list, ranking #51 overall on the public fleet list. The NAFA judges evaluated approximately 200 public fleet program entries from law enforcement, public safety, municipal government, public education institutions, and other state governments.
Among the criteria considered by NAFA were key areas OVM continues to prioritize, including its commitment to the use of technology and data, as demonstrated through OVM’s robust telematics program, and the team’s continued focus on sustainable energy management in fleet operations.
Most notably, the state fleet under OVM’s purview reached and surpassed the five percent FY25 fleet electrification target set out in Executive Order 594: Leading By Example: Decarbonizing and Minimizing Environmental Impacts of State Government more than a year ahead of schedule. As of May 2025, 10 percent of the OVM light-duty fleet consists of Zero Emission Vehicles (ZEVs), a significant accomplishment illustrating OSD’s commitment to sustainability.

NAFA is the world’s largest membership association for individuals who manage the vehicular fleet and mobility responsibilities for their employers. NAFA’s more than 2,000 members control approximately 4.8 million vehicles and travel a combined 84-billion miles annually.
