About the Special Commission

The Special Commission on Local and Regional Public Health brings together state, local, legislative, public health leaders, and gubernatorial appointees to review the amendments to M.G.L. c. 111 s. 27D and Sections 307-309 of Chapter 238 of the Acts of 2024, more commonly known as SAPHE 2.0, and funding available to support and enhance the Commonwealth’s local and regional public health system. The Commission was originally convened in 2016 and concluded its work in 2019. Learn more about their work.

In 2024, the Special Commission was revived under SAPHE 2.0. The revived Commission has 25 members representing state and local government, the Legislature, public health organizations, and gubernatorial appointees. The Commissioner of the Department of Public Health serves as chair.

The revived Special Commission is reviewing changes to the Commonwealth’s local and regional public health system. It is also considering the funding needed to support and strengthen local public health services across Massachusetts.
